SummaryThis position is located within the CTO, PES and SPM Services - Office of Information and Technology (OIT). The incumbent serves as an IT Digital Specialist and reports directly to an SES position or a position one level below. Responsible for developing and executing a wide variety of IT initiatives in support of VA strategic priorities that span across the enterprise and require the use of modem digital delivery best practices.

  • Uses their expertise to spearheads efforts in the use of modem technology development and management approaches through the application of intensive/expert and diversified knowledge of advanced digital delivery practices, theories and concepts as well as drawing heavily upon best practices from the consumer internet industry such as human-centered design, DevOps, and agile development processes.
  • Expert in establishing, managing, leading, administering, developing, and delivering digital services program activities.
  • Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, including user-centered design and development practices to lead major initiatives, provide consultation on systems or policy proposals, expanding adoption of modem technology and approaches to enable rapid execution against agency missions in improving the Veteran digital experience, and/or provide technical, policy, and programmatic guidance to VA leaders at the most senior level.
  • Incumbent conceptualizes new methods, principles, and concepts to resolve broad systemic programmatic problems to deliver better government services to the American people through technology and design.
  • Lead the transformation of critical services using best practices and new approaches to support government modernization efforts.
  • Develops operational processes and IT functional requirements and ensures technical and functional staffs understand each other resulting in effective communication of requirements and seamless workflow.

8am-4:30pm EST

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, September 12, 2024.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.BASIC REQUIREMENTApplicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE REQUIREMENTS:In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS-15: You must have one year of specialized experience equivalent to the next lower grade (GS-14). Specialized experience for this position is defined as applying enterprise architecture principles to lead and deliver IT digital services program activities in the private and/or federal sectors; using modern technology development and management approaches to deliver digital products to production.
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying enterprise architecture principles to lead and deliver IT digital services program activities in the private and/or federal sectors; using modern technology development and management approaches to deliver digital products to production.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
