SummaryThis Position is responsible for Program Management to include Analyzing, Researching, Computing, and Providing Statistical Data, Reports and Special Studies of Quality Management programs. Incumbent provides support for the Risk Management, Patient Safety and Quality Management Programs and is located within the Quality Management Service of the Central Virginia VA Healthcare System, Richmond, VA.

Duties
The incumbent will serve as support and assistance for the Risk Management program and will use initiative to carry out duties independently. The duties and responsibilities include:
Tracking peer reviews and the completion of resulting actions and/or recommendations. Maintain Peer Review Database and alert coordinators of impending timelines.
Obtaining official documents and materials related to Boards of Investigation. Obtain and secure transcripts of testimonies and other information needed for Administrative Boards of Investigation. Responsible for the maintenance of these documents in a secure manner.
Assist the Risk Manager with Tort Claims by completion of forms, notification and compiling reports needed for tort claims as identified by Rick Manager.
Independently initiate, investigate and process small claims up to $2500 for the Director's signature.
Assists in assigning and tracking Medical Advisory Opinions (MAOs) Assists in completion of look back program regarding transfusion reactions.
Administrative support tasks for Risk Manager including contacting services and employees as needed for information, actions and documents for tort claim review, patient safety event review, Protected Peer
Review and other Risk Management functions. Review documents and/or data, initiate summaries and reports for supervisor review and concurrence.

The work requires knowledge and skill to recognize the dimensions of the problems involved, collect the necessary information, establish the facts, and take or recommend
  • action based upon application or interpretation of established guidelines .
The work also requires practical knowledge; developed through increasingly difficult, on-the-job training or experience dealing with the operations, regulations, principles, and peculiarities of the Patient Safety, Risk Management and Quality Management programs.
Computer literacy and ability to use Microsoft Word is required. Experience with Excel is required. Experience with PowerPoint is required.
The work requires the ability to assemble, interpret and analyze complex data, statistics, and Federal and accreditation regulations. Requires the ability to communicate orally and in writing. Requires ability to perform routine clerical tasks
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The work is generally sedentary with some visits to worksites requiring walking and standing, especially when conducting an inspection. Some bending, stooping, and carrying light items such as paper, binders and medical charts is required. Keyboarding, communications, either by telephone or in person, filing and record keeping are the principal activities.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
