The Ralph H. Johnson VA Medical Center is currently recruiting for a Prosthetics Clerk who will provide support services for the Office of the Prosthetics and Sensory Aids Service (PSAS) located at our facility in Savannah, GA.

Duties

Major Duties for this position include, but are not limited to:

  • Sorting, compiling, typing and distributing requisitions, orders and miscellaneous procurement documents.
  • Process micro-threshold purchase orders in the PSAS software package.
  • Conducts daily shipments of PSAS items to Veterans homes as instructed on clinical consults.
  • Understand disability codes relative to issuance of prosthetic items.
  • Determine legal eligibility and medical entitlement for prosthetic items and services.
  • Responsible receiving and educating Veterans on specialty programs such as the Annual Clothing Allowance entitlement, the Home Improvement Structural Alteration and the Automobile Adaptive Equipment programs.
  • Responsible for maintaining PIl for all digital and written with critical judgement of documents distributed throughout the PSAS service.
  • Identifying timekeeping discrepancies and correctly them in a timely manner.
  • Independent judgement of the procurement process in accordance with VA Handbook 1730.1 as required for the procurement of prosthetic items such as eyeglasses and shoes.
  • Placing purchase card orders through the use of APAT and Acuitas purchasing software, reconciling transactions in VISTA and US Bank as well as maintaining an electronic log of all transactions.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.



Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-5: You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Examining records and files to determine eligibility and entitlement for services;
  • Utilizing various computer systems to access, input, track and maintain information; processing payments and claims for reimbursement; and
  • Communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing.

GS-6: You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Making and authorizing purchases on behalf of the government, a company or organization; coordination with contracting services, outside vendors and business;
  • Reconciling invoices and resolving discrepancies;
  • Examining records and files and determining eligibility and entitlement for services;
  • Knowledge of medical terminology;
  • Knowledge of budgeting control point maintenance and skills in accounting procedures including basic math skills necessary to maintain accurate funding, billing and sub accounts balances; and
  • Ability to explain to vendors using tact and diplomacy and the ability to investigate non-payment complaints from vendors and resolution of the complaint; skills in the use of a variety of databases, spreadsheets, and word processing software and programs.



Preferred Experience:

A minimum of one (1) year of specialized experience at the GS-4 level or higher in the Federal Service is preferred. This experience should have equipped you with the required knowledge, skills, and abilities to efficiently perform the responsibilities of the position. These responsibilities encompass utilizing various computer systems to retrieve, input, monitor, and handle information, as well as showcasing proficiency in time management, multitasking, and organizational skills. Moreover, effective communication and interpersonal skills are crucial for courteous and professional interaction with both internal and external customers, both orally and in written form.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.



Physical Requirements:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.

There is no educational substitution at this grade level.
