SummaryThe Acute Mental Health Unit (AMHU), COMPASS Center, is within the Mental Health Service Line and provides patient-centered treatment planning, nursing, and psychiatric care, as well as strengths-based and recovery-oriented treatment for Veterans in acute crisis. The Program Manager functions as an Inpatient Program Manager to coordinate and promote consistent, sustained, high-quality therapeutic programming for all patients in an inpatient mental health unit.

Duties
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.Duties and responsibilities include, but are not limited to:
  • The Program Manager works with other programs throughout the facility to enhance service options and streamline AMHU care and post-discharge engagement. The incumbent must be able to demonstrate they are well versed in the programs and services at the facility and enhance relationships among professional staff.
  • The incumbent is responsible for leading efforts to maintain Joint Commission accreditation and adhere to national mental health inpatient guidelines and the MHEOCC checklist.
  • The incumbent coordinates the administrative, Veteran treatment, and quality improvement activities of the program areas; motivates co-workers and employees, and directs work with regard to performance improvement initiatives.
  • Provides a full range of mental health services tailored to the incumbent's professional discipline, particularly for complex or unusually difficult patients.
  • The Program Manager provides direct supervision to clinical and paraprofessional staff within acute psychiatry and suicide prevention services and will work closely with the COMPASS Nurse Manager and other leaders within the Mental Health Care Line.
  • The Program Manager reports directly to the Mental Health ICC Manager. They will seek to improve the quality of the services provided by all professional disciplines represented in the milieu.
Work Schedule: Monday through Friday 7:30 a.m. to 4:00 p.m. or 8:00 a.m. to 4:30 p.m.; the tour may vary depending on deployment and/or assigned facility needs.

QualificationsBasic Requirements: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a socialwork service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.]
  • 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker inVHA, all applicants must meet the following:
  • Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State.
  • 7403(f).
    Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level, and they must be able to provide supervision for licensure.
    NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  • Ability to ensure provision of clinical social work services by supervised social workers.
  • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  • Ability to provide staff training and development.

Physical Requirements:
The work comprises both sedentary and physical components, such as walking long distances, lifting, carrying or moving small weighted objects. Typically, the social worker will sit to perform administrative tasks. Specific vision abilities required by the position include,but are not limited to, close vision, ability to read from a computer screen, ability to focus and ability to drive a car.
