Duties

As a Geographer/General Biologist your duties will include, but are not limited to, the following:

  • Assists Inventory and Monitoring team members, and other personnel in planning the database and geographic information system (GIS) needs for research projects and advising on the most efficient sequencing of events. Incumbent considers internal structure of the programs and related system software, the capabilities of the existing systems, and new methods for solving problems and implementing the data lifecycle.
  • Assists in the development of data dictionaries, data models, metadata repositories, and data management tools.
  • Participates in the system and program design for the conversion, management, analysis and display of geographic data utilizing computer graphics equipment. Performs analysis in researching and adapting new techniques for inclusion in complex data management and GIS application software.
  • Serves as the technical expert providing technical guidance to end users in the operation of GIS and global positioning system (GPS) software such as ArcGIS and ERDAS. Provides operating support to Inventory and Monitoring (I&M) team members, and other staff using GIS and related computer programs. Assists with interpreting results, and with integrating results into I&M reports.
  • Provides systems analysis support to meet I&M data management and analysis requirements by conducting needs analysis and interviewing users in order to develop overall functional and system requirements and specifications. Determines data types and sources necessary for the accomplishment of project objectives, including themes and scales of data sources. Acquires original data and/or obtains data from field work and other sources for inclusion as biotic and abiotic layers in I&M databases.

Qualifications

Only experience and education obtained by 06/25/2024 will be considered.
In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement Geography Series 0150:
  • Completion of a four (4) year degree in geography; or a related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR
  • Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Basic Requirements General Natural Resources Management and Biological Sciences Series 0401:
  • Completion of a four (4) year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR
  • Combination of education and experience: courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. NOTE: You must submit copies of all transcripts from an accredited U.S. college/university (see Education section) and your resume must contain sufficient detail, e.g., begin/end dates, hours worked per week, duties performed, etc., for each timeframe for consideration.
In addition to meeting the Basic Requirement, applicants must meet the following specialized experience requirements in order to be rated as qualified for this position (this information must be clearly demonstrated in the resume).
Minimum Qualification GS-11:
  • One (1) year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service performing work in or directly related to the position to be filled. Specialized experience may include: 1) developing data dictionaries, data models, and metadata for multi-disciplinary information and geospatial applications; and/or 2) applying applicable principles to facilitate geospatial model design and analysis procedures related to natural resource data and products; and/or 3) operating complex computer systems and software packages and using established procedures to produce intricately detailed maps and graphics for a variety of natural resource programs and planning documents. OR
  • Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree, in a related field (see Basic Requirements above) that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. OR
  • A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education. Duty Stations: The duty station for this position is within the continental United States. The salary will be based upon the geographic locality pay once selected.   • Skill working with scientific data acquisition and analysis standards, methods, and recording techniques to efficiently manage the collection and summation of data and meets scientifically acceptable standards.
  • Knowledge of the theories, principles, practices, and application of geospatial technologies such as ArcGIS, ArcCollector, remote sensing software, digital cartography, and geodatabase design.
  • Ability to provide recommendations and develop alternative strategies in the collection and analysis of natural resource data determining feasibility and cost effectiveness of each alternative.
