Duties

Incumbent serves as the second in command to the Director, Marine Corps Community Services Division, Marine Corps Barracks Washington, D.C. Incumbent reports directly to and is individually responsible to the Director, MCCS Eighth & I for the execution and integration of daily operations for revenue generating and support activities.

As a senior administrative and technical advisor to the Director, the incumbent is responsible for designing and implementing business strategies, plans and procedures. Provides management direction as it pertains to the implementation of business development and improvement strategies and adjusting manpower and program priorities to consider patron preferences, program requirements and fiscal constraints. The incumbent also provides direction by in creating measurement and forecasting tools to monitor and predict the financial and operating performance of assigned MCCS programs, and for correcting inadequate or underperforming functions. Will posture the organization to support emerging requirements as a result of installation growth.

Responsible for directing the development, administration, and execution of operating and capital budgets for assigned activities within the MCCS Division. In collaboration with the Director, MCCS Eighth & I and the leadership team, the incumbent provides input and advice on the development and implementation of the organization's Strategic Business Plan and other policies as required. Exercises substantial freedom in planning, organizing, and directing an integrated financial management plan for revenue generating MCCS programs. Resolves financial, operational or employee relations problems that may impact on the effectiveness of MCCS programs.

In the absence of the Director, MCCS Eighth & I the incumbent may be tasked to represent the organization to members of the local community, host-country government, visiting members of the U.S. Government, and other military commands on matters concerning MCCS projects and programs. Sets priorities and establishes methods and timeframes for the accomplishment of projects and programs. Directs expansion, relocation or discontinuation of services or activities consistent with requirements and program objectives.

Using a proactive leadership approach, the incumbent will be required to provide effective direction to assigned staff that clearly communicates the vision for the overall business, allows for collaborative input from assigned Subject Matter Experts (SMEs), and ensures effective coordination between internal/external MCCS departments. Will be required to effectively lead, guide, mentor, coach and when necessary, discipline assigned staff. Develops long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. As a senior administrative and technical advisor is responsible for the development and implementation of business proposals. Directs expansion, relocation or discontinuation of services or activities consistent with requirements and programmed objectives. Incumbent also provides direction in creating measurement and forecasting models to monitor and predict the organization's financial and operating performance and for correcting failed business strategies in order to maintain a competitive advantage.

Directly or indirectly through subordinate supervisors supervises employees, counsels and trains employees, schedules and directs work, and appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies, and equipment to preclude or minimize the potential for fraud, waste, and abuse.

EVALUATIONS:

Qualifications

Minimum of five years of experience that displays extensive knowledge in Program Management in one or more of the following areas: Semper Fit, Retail, and Inventory. Must have knowledge and skill in developing large, multi-million dollar short-term and long-range budget forecasts, as well as operational plans for the implementation of same. Experience in a supervisory role is required.

Experience in developing business program plans and using market demographics and effective metric analysis to determine the success of established business programs. Hands-on management experience and program oversight of similar functions consisting of Retail, Services, Food & Beverage, Single Marine Program, and Semper Fit is highly desired.

Ability to analyze industry trends and make organizational improvements through the application of effective and innovative finance management, marketing, logistics, personnel management, and information technology concepts.

Must possess exceptional oral and written communication skills, as well as effective interpersonal skills in order to facilitate interaction with high-ranking military and civilian government officials. Must possess maturity and experience in dealing with situations requiring effective leadership, guidance, and/or constructive coaching of associate staff.

Must be pro-active in supervising multiple operations simultaneously in a fast paced and fluid work environment. Ability to lead and direct a dynamic business operation using commonly accepted business practices for budgeting, payroll management, manpower distribution, material acquisition, and resource allocation. Experience as a self-starter, requiring little or no supervision, and who can make sound decisions and judgments based on data/facts available.

Knowledge of appropriated and non-appropriated fund regulations pertaining to both fiscal and personnel matters is desired, in order to effectively manage the resources involved.
