SummaryThis position is part of the National Archives and Records Administration, Office of the Federal Register (OFR). You will be responsible for a wide variety of program management functions and administrative services for a program of moderate size and scope in the Office of the Federal Register (OFR).

Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Administrative Officer, you will:
  • Analyze, interpret and apply agency directives and guidance, and develop supplemental guidance and instructions for use by administrative and program personnel
  • Maintain internal controls procedures over financial management activities that ensure the integrity of budget and accounting activity for the program.
  • Evaluate resource needs and current and projected changes and develops recommendations for efficient/effective use of staff and for personnel management adjustments consistent with program changes.
  • Provide a variety of support services such as property and supply management, records and forms management, printing and duplicating services and mail management.
All candidates who are: Current or former federal employees qualifying as Status Candidates, Federal employees currently serving on a VRA, VEOA eligibles, CTAP/ICTAP eligible, eligible for special hiring authorities (e.g., the Schedule A appointment for persons with disabilities, or covered by an Interchange Agreement), or VRA eligibles (GS-11), Land Management employees eligible through Public Law 114-47.

  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
  • Providing advice and guidance on administrative programs in support of an office; AND
  • Interpreting and advising on policies and procedures relating to office and/or field operations; AND
  • Communicating with internal and external stakeholders, both orally and in writing.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
  • Interpreting and advising on policies and procedures relating to office and/or field operations; AND
  • Communicating with internal and external stakeholders, both orally and in writing.
OR
You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
ORYou may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. (Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.)
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
