Duties
  • You will research and interpret legal and regulatory program guidance, including case law, United States Code, Code of Federal Regulations, Office of Personnel Management (OPM), Department of Defense (DoD), and Department of Navy (DON) directives.
  • You will explain rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations that may be charged with emotion and involve assumptions.
  • You will advise management officials at all levels of the command, including senior leaders, about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance concerns.
  • You will conduct extensive analysis to identify obscure or underlying causes of misconduct or poor performance and identifies aggravating and mitigating factors relevant to the case.
  • You will help managers and supervisors focus on performance management processes, including planning, monitoring, developing, rating, and rewarding performance.
  • You will advise managers about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; explain rules and procedures to employees and help them understand their rights and obligations.
  • You will advise management on strategies to respond to Labor Relations (LR) issues. Prepare appropriate agency responses to labor-related matters ensuring strict adherence to all contractual and regulatory timeframes.
  • You will offer technical guidance and assistance to management/senior leadership on sensitive, serious, and controversial LR issues regarding employees in a variety of occupations with substantial differences in working conditions and occupations.
  • You will provide management with interpretation of policies, procedures, and collective bargaining agreements.
  • You will conduct and advise on ER matters, proposed adverse actions, admin grievances, Congressional, Office of Inspector General (OIG), Office of Special Counsel (OSC), Equal Opportunity Employment (EEO), Merit System Protection Board (MSPB).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes but not limited to: determining the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research; interpreting regulations, applying new methods to resolve complex, controversial, or unprecedented issues and problems; managing competing priorities and sometimes heavy caseload; and keeping your supervisor informed of progress and of potentially controversial matters.
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advice to management and employees on a wide variety of laws, regulations, and processes associated with labor and employee relations; Researching and interpreting Federal laws and regulations regarding disciplinary and adverse actions; and Interpreting labor management agreements in private or federal sector and assisting with negotiations. (Note: Your resume must support your experience).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources or Business Administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to provide advice to management and employees on a wide variety of HR topics associated with labor and employee relations; experience researching and interpreting Federal laws and regulations regarding disciplinary and adverse actions; and familiarity with labor management agreements in private or federal sector and assisting with negotiations. (Note: Your resume must support your experience).
For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a trainee or assistant in a human resources specialty area providing basic information on the procedural and regulatory requirements governing human resources processes; gathering and analyzing basic facts; and researching the basic laws, regulations, and precedents for guidance on employee human resources issues.
