Description of Position: Serves as an Operations Research Analyst for the Experimentation and Research Branch in the Joint Warfighting Development Division (J7). Serves as a key analyst and recognized expert performing professional scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques in support of command objectives.

Position Duties/Responsibilities:

• Plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades.
• Performs a broad range of analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.
• Performs studies of issues arising in varied subjects of advanced difficulty and complexity.
• Utilizes scientific inquiry to evaluate and predict the ability to support assigned projects, studies, or problems.
• Initiates and formulates plans and carries out project(s) through extensive specialized original performance analysis and evaluations.
• Collaborates with technical/analytical agencies spanning the DoD, interagency, industry, and academia.

Key Skills & Abilities:

• Knowledge of a broad range of operations research techniques with possession of analytical abilities.
• Extensive knowledge of Data Science techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
• Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
• Skills to negotiate and/or defend findings and program support concepts.
• Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
• Ability to develop and utilize appropriate data collection techniques.
• Skill in written and oral communication sufficient to present information on the scope, methods, and results of studies.

Qualification Requirements:

• Experience at the next lower broadband/grade level (or equivalent) in performing Joint Force Development with concentration in Experiments.
• Education: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
