Description of Position : To perform a wide range of Human Resources (HR) duties at US Space Command to include recruitment, placement, performance management, and advisory services for a variety of positions in an assigned area or organization.

Position Duties / Responsibilities :

  • Provides guidance, advice, and policy interpretation to management officials, program managers, supervisors, and employees on solutions to commonly occurring HR issues involving a wide range of recruitment, placement, performance management, and position management issues.
  • Advises management and provides technical assistance on various topics including, but not limited to, merit system principles;
  • prohibited personnel practices; superior qualification appointments; recruitment, relocation, and retention incentives to attract and retain skilled candidates;

performance management systems / databases and processes; civilian awards, etc.

  • Develops, interprets, and analyzes data extracts and reports from automated HR databases.
  • Participates in studies to improve assigned HR programs and / or influence policy changes for USSPACECOM.
  • Participates in meetings with other personnel, functionals and members of other agencies to explains concepts of staffing, placement, and performance management programs and procedures and the broad-scope local implementation plan.
  • Prepares briefings and disseminates information relative to recruitment, placement, performance management processes, and other issues.

Key Skills & Abilities :

  • Knowledge of the missions and work processes of programs throughout an organization and their implications to civilian personnel management programs.
  • Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
  • Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
  • Knowledge of Federal HR management functions, theories, and techniques sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements.
  • Skill sufficient to communicate effectively, both orally and in writing; negotiate issues; and maintain good working relationships with diverse groups of employees and managers.

Qualification Requirements :

Experience at the next lower broadband / grade level (or equivalent) in performing a wide range of Human Resources functions to include recruitment, placement, and performance management.

Developing, interpreting and analyzing data extracts and reports from automated HR databases.

Conditions of Employment :

  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a Secret Security Clearance
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and / or holidays.
