Position: Records and Information Management Specialist, NH-0308-03

Location: US Space Command, Peterson SFB, Colorado Springs, CO

Description of Position: To administer and improve the Command’s Records and Information Management program. The work involves the creation, dissemination, research, storage, and disposition of Federal records. Additionally, performs strategic analysis and planning, conducts program outreach, coordinates training, develops metrics, and ensures that sound information governance and accountability measures are in place in accordance with established guidelines, especially Department of Defense (DOD), National Archives and Records Administration (NARA), and Joint Chief of Staff (JCS) policies and regulations.

Position Duties/Responsibilities:

  • Serves as the command authority on all matters relating to Records and Information Management (RIM), possessing full authority to review all USSPACECOM records, regardless of classification, in order to ensure proper maintenance and disposition. Represents RIM to a variety of Command organizations.
  • Conducts thorough reviews, analyzes, makes interpretations of and improves complex records management processes and systems in order to ensure compliance with applicable laws, DoD, NARA, and JCS policies and regulations to determine the direction of the RM program.
  • Interprets all applicable records management policies and procedures and provides general and technical advice and assistance to senior leadership, managerial staff, workforce, and supported organizational elements.
  • Conducts formal and/or informal training for personnel on maintenance of records, file plans, Electronic Records Management (ERM), forms and publications, and any other area of records management deemed necessary. Conducts staff assistance visits (SAV); evaluates organization’s records management compliance, prepares summary of findings, and forwards to the proper authority for corrective actions.
  • Implements, tests, evaluates, analyzes, sustains, and manages program management software/information systems for backup and recovery of all electronic records to ensure system capabilities meet retention standards; provides technical advice.

Key Skills & Abilities:

  • Knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DoD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information.
  • Knowledge of RIM program management and organizational principles, policies and guidance used for assessment, operating system software, database concepts, and peripheral storage devices associated with management installation RIM program.
  • Knowledge of methods, metrics, tools, and techniques of Business Process Management, to include Continuous Process Improvement (CPI).
  • Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations.
  • Ability to communicate effectively, both orally and in writing.

Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing the above listed major duties of position.

  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires drug testing
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
