Position Summary:

The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff. DFA serves the university as planning partners, problem solvers, and solution providers—striving to make it as easy as possible for people to get the services they need, when they need them. The Vice Chancellor’s Office is proud to support the campus community and the University of California as a whole. DFA is focused on continuous improvement in delivering excellent and ever more efficient service to our clients. Through campus wide collaboration, we continuously focus on maintaining a safe and attractive environment for students, faculty, staff, and visitors; ensuring buildings and other infrastructure perform efficiently and are well maintained; and providing professional services in the areas of accounting, purchasing, risk management, safety and transportation. The Program Development and Execution Office is involved in both divisional initiatives, as well as campus-wide initiatives to identify areas for improved controls to promote workflow efficiencies, cost savings, and process simplification.

Applies advanced project management frameworks and methods and campus, medical center or Office of the President objectives to resolve highly complex 1)projects to identify process efficiencies while continuing to abide by policies Determines methods, techniques and evaluation criteria to obtain results / action plan for a variety of process improvement projects for the process owners (like DFA Human Resources, Facilities Management, or Environmental Health and Safety or Transportation & Distribution Services) then adopt the process(es) and continue to track (metrics) and make further improvements. Manages projects of broad and diverse scope, size, impact, budget and / or project team size, with considerable impact to the organization. Example: support of the Campus Budget Work Group and Financial Stability Project, co-chaired by the Provost and CFO, to identify a new campus budget model, new methodologies for assigning funding to Schools and Divisions, developing new methodology for ICR distribution, etc. Projects may be passed off to the owners to implement and maintain. Requires level of expertise in project management such as project management certificate and / or quality improvement processes like Six Sigma or Lean or equivalent project management experience. Under the general direction of the Assistant Vice Chancellor for Program Development and Execution (PDE), the incumbent will provide project management expertise for multiple projects, initiatives, and programs supporting the Office of the CFO and Vice Chancellor for the Division of Finance and Administration (DFA). These projects will range from moderate to high complexity, and may be DFA-specific, or have campus-wide impact. In addition, the incumbent will engage in development of business cases, perform various analyses and solution development, and will provide organizational change management support.

Required:

6 or more years in project management

Bachelor's degree in related area and / or equivalent experience / training

Requires advanced knowledge of project management principles, theories, and concepts. Working knowledge of initiatives and an understanding of impact to the organization of such initiatives such as OIT technology changes that may affect DFA projects and processes. Demonstrated capacity to anticipate location specific obstacles and plan for contingencies. Demonstrated attention to detail. Demonstrated ability to determine relevance and prioritize tasks. Demonstrated advanced organization and project management skills. Demonstrated advanced effective writing skills. Advanced knowledge of all aspects of communications. Demonstrated ability to effectively communicate with all levels of an organization. Demonstrated competency in selecting and implementing project management methods and techniques. Proven leadership ability. Effective problem-solving skills. Demonstrated ability to put forth persuasive arguments. Effective skill at tracking effort and project progress. Demonstrated highly advanced organization and project management skills. Demonstrated strong conceptual and planning skills to analyze projects of broad and diverse scope such as the Campus Budget WorkGroup and Financial Stability Plan initiative. Understands the cost impact of projects, project tracking tools and metrics. Broad knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives. Demonstrated ability to integrate critical information across disciplines. Such as HR, Finance, Communication, Strategic Planning, IT. Understands how projects relate to other business strategies and initiatives.


Preferred:

Project management certificate and / or quality assurance processes like Six Sigma or Lean or equivalent project management experience preferred.

Requires ability to assess campus, medical center or Office of the President needs for information technology products and design services to meet those needs.


Special Conditions Required:

• Hybrid work schedule: partial on-campus days and partial remote days. • May be required to work extended hours based on project need.
