UCSF Benioff Children's Hospital Oakland is Hiring a HR Generalist Operations Near Oakland, CA

Job Purpose Statement:

As a member of the HR Operations Team, the HR Generalist Operations is responsible for the effective and efficient onboarding of new hires and non-hospital paid team members in accordance with the hospital’s hiring policies and procedures and applicable federal, state, and local laws and regulations. The Employment Specialist is the primary point of contact for candidates throughout the onboarding process and must demonstrate the level of care and customer service expected of all employees.

This is a high-volume, highly visible role, and the incumbent must exhibit exceptional customer service skills, excellent oral and written communication skills, and the ability to work in a fast-paced environment handling competing priorities. The incumbent must be very detail-oriented.

Essential Functions:

  • New Hire Onboarding
    • Work closely with recruiters to seamlessly transition new hires from the Talent Acquisition team to the Onboarding team.
    • Complete the offer process by determining the appropriate pay rate within established guidelines, generating offer letters and corresponding documents, determining the hire date, and explaining the offer process to candidates. Support salary negotiations as needed in partnership with Talent Acquisition and consultation with HR Operations leadership and the Compensation Team.
    • Ensure candidates clear each stage of the onboarding process (health clearance, background check, license verification, etc) to begin their employment as scheduled.
    • Completes new hire transactions and routes through the approval process. Ensures all transactions are completed in a timely manner.
    • Facilitates New Employee Orientation and updates materials as needed. Provides feedback to hiring manager as needed.
    • Enables employee to obtain their hospital badge once the onboarding process is complete.
    • Ensures compliance with all hospital and Joint Commission guidelines.
  • Position Management:
    • Complete position management changes such as Transfers, Reclassifications, Home Department and Allocation changes, Funding Changes, Extensions, and Reports to Changes.
    • Ensures Joint Commission compliance requirements are followed by verification of education, licensure, etc.
  • Non-Hospital Paid Team Member Onboarding
    • Conduct the onboarding process for UCSF employees, contractors, agency temp workers, non-RN students and other POI. Completes transactions to initiate their status in the HRIS. Initiate badge requests.
    • Track status and submits extensions to the HRIS as needed. Submits termination notice if no longer active.
    • Partner with the VMS to ensure collective bargaining agreements are followed and complete the on-boarding process for temporary agency staff.
  • Operations
    • Post approved positions to the hospital job board and CHONet while ensuring compliance with the collective bargaining agreements.
    • Collaborate with hiring managers in modification or creation of job descriptions. Partners with the compensation team to determine appropriate pay grade. Assigns job code and finalizes job in the HRIS.
    • Partners with HRIS and HR Operations Manager to complete union across the board and tenure step increases.
    • Review and approve Tuition Reimbursement Applications in a timely manner.
    • Provides standard reports and works with clients to develop reports and provides data to meet unique/specific needs of clients.
    • Tracks employment-related deadlines and staff-related action cycles; notifies appropriate parties to coordinate needed actions on time.
    • Provide subject matter expertise for HR or Payroll system modifications, participate in work teams, and contribute to the development of training plans and system rollouts.
  • Customer Service
    • Serves as a point of contact and resource for employees and managers regarding HR-related issues, questions, and concerns while maintaining good working relationships and building credibility with employees.
    • Facilitates communication between employees and HR function areas, including benefits, compensation, and employee relations.
  • Other duties as assigned.

People Leadership Responsibilities: This role does not have any formal people leadership responsibilities, but the incumbent may be expected to train or mentor new or more junior colleagues.

Financial Responsibilities: May be assigned tracking responsibilities for an established annual budget.

Technical Knowledge

  • Excellent verbal and written communication skills.
  • Working knowledge of employment, federal and state employment laws, and regulations.
  • Working knowledge of Joint Commission onboarding compliance for employee onboarding preferred.
  • Strong proficiency with MS Office (Word, Excel, and PowerPoint).
  • Excellent customer service, time management and organizational skills.
  • Ability to maintain a high level of confidentiality and professionalism.
  • Ability to work independently with minimal direction and with a high level of attention to detail.
  • Ability to manage multiple projects and adapt well to changing priorities, deadlines, and directions.
  • Demonstrates reliability and professionalism.

Minimum Education: Bachelor's degree required. Associate degree with 3 years of HR experience in lieu of a Bachelor degree.

Minimum Experience:

  • Three years of experience working in HR with an emphasis on providing recruitment support.
  • Prior experience with Human Resources Information Systems and Applicant Tracking Systems.
  • Prior experience in a role providing excellent customer service.
  • Experience in a healthcare union environment preferred.

Additional Minimum Requirements:PHR or SHRM certification preferred

Physical Requirements:

Rep use of UE/Grasp up to 8 hrs/day.
