UCSF Benioff Childrens Health is Hiring a Supervisor, HR Operations Near Oakland, CA

Job Purpose Statement: Reporting to the Manager of HRIS and HR Operations, the HR Operations Supervisor oversees HR Operations, including the entire onboarding process for new hires and non-hospital paid team members, tier 1 HR customer experience, HR records, and other general HR functions such as employee transactions, and compliance. This is a high-volume, highly visible role, and the incumbent must exhibit exceptional customer service skills, a strong focus on continuous process improvement, excellent oral and written communication skills, and the ability to work in a fast-paced environment handling competing priorities.# The incumbent must be very detail-oriented.# # Essential Functions: On-Boarding Process Supervise the Employment Team on the onboarding process for employees and non-hospital paid workers (POI, UCSF employees, contractors, agency temp workers, non-RN students) in the HRIS, ensuring compliance with hospital policy, regulatory and accreditation standards. Oversee the Employment Team in supporting the offer process in collaboration with Talent Acquisition and Compensation. Oversee the New Employee Orientation program, including ensuring employee compliance and updating presentations or schedules.#Keeps up to date with new requirements provided by both hospital and Joint Commission guidelines. Analyze trends and metrics for the Employment team, such as time to hire. Identify and implement efficient and effective onboarding methods and strategies.# Survey on-boarded employees to determine the effectiveness of the hiring process and determine areas for improvement. Perform the duties of an Employment Specialist for internal HR hires and executive-level onboarding.# Oversee contracts and relationships with vendors that conduct portions of the onboarding process, such as the background screening. Operations Support:# In conjunction with the Manager contributes to the overall success of the HR Operations Team. Oversee position management changes such as Transfers, Reclassifications, Home Department and Allocation changes, Funding Changes, Extensions, Reports to Changes, Etc. Contribute to the drafting of policies, procedures, and related guidelines to meet defined goals and ensure compliance with external requirements. Provide subject matter expertise for HR or Payroll system modifications, participate in work teams, and contribute to the development of training plans and system rollouts. Oversee Verification of Employment and EDD Unemployment Claims processes. Serve as team leader of the HR Operations Team in the Manager#s absence. Customer Service Serve as the first point of escalation for Human Resources customers, troubleshooting issues related to new hire onboarding, employee transactions, payroll, benefits, pay rates, HRIS systems, etc.# Serves as a point of contact and resource for employees and managers regarding HR-related issues, questions, and concerns while maintaining good working relationships and building credibility with employees. Facilitates communication between employees and HR function areas, including benefits, compensation, and employee relations. Compliance: Ensure employee files are completed and all relevant documents are included.# Assists during Accreditation Survey periods to ensure personnel files are complete and up to date, train managers on departmental file management and meet with auditors to conduct file reviews. Complete audits of employee transactions in the HRIS to ensure accuracy. Other duties as assigned. People Leadership Responsibilities:# This role serves as a leader within the operations team and directly manages a team of Employment Specialists and clerical staff. Leads/participates in the selection and hiring of new employees. Understands performance standards and assures that each employee is informed of expectations. Conduct timely formal performance appraisal of direct report employees. Delegates responsibility and authority appropriately. Financial Responsibilities:#Monitors and controls expenditure levels to assure compliance with the approved budget. Technical Knowledge Excellent verbal and written communication skills. Working knowledge of employment, federal and state employment laws, and regulations. Working knowledge of Joint Commission onboarding compliance for employee onboarding preferred. Strong proficiency with MS Office (Word, Excel, and PowerPoint). Excellent customer service, time management and organizational skills. Ability to maintain a high level of confidentiality and professionalism. Ability to work independently with minimal direction and with a high level of attention to detail. Ability to manage multiple projects and adapt well to changing priorities, deadlines, and directions. Demonstrates reliability and professionalism. Minimum Education: Bachelor#s degree in human resources or a related field or an equivalent combination of education and experience is required. Minimum Experience:# Minimum of five (5) years of Human Resources experience. Minimum of two (2) years of experience in a role providing excellent customer service. Prior experience performing recruitment support for a high-volume department. Experience#in a healthcare union environment preferred. Prior experience with Human Resources Information Systems and Applicant Tracking Systems. Additional Minimum Requirements:##PHR or SHRM certification preferred. Physical Requirements: Sit up to 8 hrs/day.## Stand/walk up to 3-6 hrs/day.## Bend/Stoop up to 3 hrs/day.## Reach up to 3 hrs/day.## Rep use of UE/Grasp up to 8 hrs/day.## Lift, push, pull up to 15 lbs.## This job requires the ability to hear alarms, clients and/or instruction and the ability to see accurately from 20 inches to 20 feet.
