UICGS and Bowhead Family of Companies is Hiring a Program Analyst, Senior Near Stafford, VA
Bowhead seeks a Senior Program Analyst join our team supporting the Program Office for Logistics Integrated Information Systems – Marine Corps (LI2S-MC) in Stafford, VA. The Program Analyst will work directly with the client analyzing complex and unique technical support assignments and lead or collaborate with engineers, cybersecurity personnel, logisticians, and program analysts within a scaled agile environment. The Program Analyst will develop, analyze, evaluate, advise on, and/or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management. Responsibilities
Assist in planning, initiation, and oversight of the projects within the program and provide input/justification for budget requirements and impacts.
Assist in preparing and formatting briefs.
Proactively identify changes in work scope and ensure appropriate planning measures are taken to reassess and amend the scope of work requirement, budget, and timeline.
Implement and manage change when necessary to meet projects outputs.
Represent team at meetings assuring that priorities are communicated and understood, and that progress, delays, and/or issues are reported.
Provide input to Weekly Situational Report and Program Management Review briefs.
Assist in the gathering of fleet requirements and prioritizing Change Requests
Provide support and coordination concerning the processing and deployment of personnel in all Overseas Contingency Operations.
Create and maintain deployment status of deployed personnel.
Coordinate with each of the Marine Expeditionary Force (MEF) Logistics Modernization Liaison Officers.
Coordinate with Marine Corps Logistics Group, Marine Corps Tactical Operations Group, MAGTF Integrated System Training Centers and Marine Corps Training and Education Command for training and Fleet support
Review Memorandums of Agreement/Understanding.
Maintain TLS systems status and Update DoD IT Portfolio Repository (DITPR)-DON IT and DON Application and Database Management System (DADMS) ID registry.
Assist in the Risk, Issue, and Opportunity (RIO) Management Process to collect and analyze the TLS Risk/Issues/Opportunities.
Manage Issues and risk by ensuring issues are resolved in a timely manner so the project stays on track.
Assist in the preparation, maintenance, review, delivery and tracking of acquisition documentation.
Prepare and deliver agendas and presentation materials, draft meeting minutes, and capture action items for meetings/events.
Qualifications
BA/BS degree from an accredited college or university; MA/MS degree preferred.
Four (4) to Ten (10) years of professional experience.
Experience with Navy or Marine Corps programs preferred.
Proven ability to work on high visible or mission critical aspects of a given program and performs all functional duties independently.
Ability to manage the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific task.
Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
Ability to communicate effectively with all levels of employees, Government personnel, and other stakeholders.
Strong interpersonal skills, good judgment, and the ability to lead a team or perform independently.
SECURITY CLEARANCE REQUIREMENTS: The successful candidate must favorably pass a Public Trust background investigation. Candidates with an In-Scope DoD security clearance are highly encouraged to apply. US Citizenship is required. Physical Demands:
