THE OPPORTUNITY

UMHS is actively recruiting an experienced Director of Human Resources to join our senior leadership team in Hermiston, Oregon. The new Director of Human Resources will be part of a growing leadership team of colleagues who are recognized leaders in children’s education, community and human services, and facility management. The new Director of Human Resources will be joining at an exciting time as the organization is moving into a new 5 Year Strategic Plan with goals to increase and expand high quality service areas to growing communities.

JOB DESCRIPTION

Job Title: Director of Human Resources

Supervised by: Executive Director

Supervises: Team of 3 HR Staff

Salary Range: $85,722 to $125,507*

Classification: Exempt

Terms of Employment: Regular, Full Time

Location/Main Site: Hermiston, OR

*Salary is commensurate with education and experience

Job Goal:

To lead and manage UMHS’ human resources department in accordance with federal and state laws, policies, and regulations related to labor and employment; effectively oversee and direct human resources staff and collaborate effectively with the finance team and payroll specialist; supervise the administration of employee benefits, collaborate and support the development of position descriptions and job duties, job postings and recruitment, and employee performance reviews; ensure human resources vendors and services/software are modern and secure; make sure human resources practices are aligning with the organization’s goals and practices as outlined in the strategic plan and in equity, diversity, and inclusion practices; conduct regular pay equity analyses; and ensure accurate, updated, and compliant employee handbook, and other employee policies, procedures, and practices, employee training and support;. provide high level human resources services to support managers and employees throughout their experience and ensure confidentiality and ethics in employee relations. Collaborate and provide support in training managers on effective and consistent employee performance management. Provide support to management, the Senior Leadership Team, and the Board of Directors on hiring and terminations. Lead and train an HR team and demonstrate hands on leadership; provide significant contributions and recommendations using independent judgment to the Senior Leadership Team and human resources support to the Executive Director and Board of Directors.

Essential Duties and Responsibilities:

  • Lead and oversee entire Human Resources operations, planning, and reporting
  • Lead, supervise, train and mentor the Human Resources Department Staff
  • Complete performance evaluations of direct reports annually
  • Be knowledgeable and stay up to date on state and federal laws and policies governing employment including affirmative action, the Americans with Disabilities Act (ADA), wage and hour laws, workers’ compensation, FMLA (Family Medical Leave Act), OFLA (Oregon Family Leave Act), PLO (Paid Leave Oregon), and other leave laws
  • Research, develop, write and update employment policies and procedures including revisions and coordination of UMHS policies and the employee handbook
  • Oversee and support best practices in all position search and hiring activities including supporting interview questions and processes with hiring groups, managers, and committees
  • Collaborate with staff to conduct recruitment efforts of qualified candidates for open positions
  • Collaborates with senior leadership and engages with HR team to understand the organization's goals and strategy related to staffing, recruiting, and retention.
  • Explore, evaluate, and maintain training tools and continuing education programs to support UMHS employees
  • Conduct and oversee all Central Background Registry compliance of new staff
  • Develop and support as well as facilitate new staff onboarding and orientation process and steps
  • Conduct reference checks as needed with hiring managers and other HR staff
  • Support SLT (Senior Leadership Team) and all managers with employee relations and performance management matters
  • Prepare and coordinate all employee offer letters and separation letters including any payroll change forms, working with other HR staff, SLT members, Executive Director and UMHS managers
  • Oversee performance management programs, tools, and procedures and support training and guidance to managers in conducting performance reviews
  • Review and approve job descriptions, ensuring they are compliant with applicable laws and have necessary approvals as well as ensuring employees have access to their current job descriptions
  • Conduct regular pay equity audits and annual wage comparative studies and ensure compensation policies and practices are meeting laws and policies
  • Recommend any salary schedule and compensation plan updates and ensure conducting proper review and approval through to the Executive Director and governing bodies
  • Always adhere to confidentiality and secure practices
  • Practice confidentiality and ensure measures are in place to protect information when managing and handling employee matters and personal issues including as related to FMLA, OFLA, and any other assistance programs
  • Create pathways for employee growth, training, and educational opportunities by reviewing available resources, leading training modules and programs
  • Partner with other programs such as colleges and universities to promote internships and practicum placements as well as entry level opportunities with UMHS
  • Assist, support, and lead workforce development efforts in UMHS community service areas and with local and regional partners
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Respond to requests of information and documentation from outside partners and entities including Federal, State, Local, and Businesses as they arise
  • Partner with outside employment counsel as necessary regarding compliance with employment laws
  • Ensure the quality, maintenance, and required contents of employees’ personnel files, and coordinate response to employee personnel file requests
  • Develop in accordance with requested practice, monthly and regular staffing and recruitment reports, and prepare materials and reports for review by Executive Director and at Board and Policy Council meetings
  • Provide information, insight and guidance using independent judgment with respect to human resource matters to the Executive Director and Senior Leadership Team
  • Other duties as assigned

Education Requirements:

  • Bachelor’s degree in human resources, business administration, or related field

Preferred Education:

  • Master's in human resources, business administration or related field

Experience and Skills Requirements:

  • Minimum of 7 years’ experience in managing and leading HR programs and teams
  • Extensive knowledge of human resources principles, concepts, theories, and techniques and working in a federally funded and regulated environment
  • Skilled in managing and overseeing all areas of human resources programs and functions including employment and labor laws and policies, benefits, recruitment, performance management, and strategies to retain talent
  • Experience working in nonprofit organizations
  • Ability to present and explain human resources practices, procedures, and protocols to a variety of audiences, as well as monthly and regular reports to governing boards and committees
  • Strong interpersonal and communication skills
  • SHRM certification preferred

Physical Requirements:

The physical demands and work environment described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Sit for long periods of time with daily use of computer screen;
  • Do tasks involving repetitive arm and hand movements, such as heavy word processing/keyboarding, using various office tools to collate, punch, cut, or stamp paper and other repetitive or high volume tasks such as bulk mailings, filing projects, etc.;
  • Occasional filing is required. This would require the ability to lift files, open filing cabinets and bending as necessary;
  • Occasionally required to stand, walk and reach with hands and arms;
  • Occasionally lift and/or move up to 50 pounds
