United States Department Agriculture is Hiring a Human resource specialist Near Washington, DC

The incumbent of this position serves as a Human Resources Specialist in the Employment Services Division (ESD), Employment Services Branch I or II.

The incumbent serves as an advisor to both management in the areas of recruitment and placement, accountability, and compliance.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and / or education, as defined below.

Time in grade : Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.

  • For the GS-13 level : Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates : Expert experience with Human Resources principles, concepts, objectives, theories and methods in several human resources specialties such as recruitment and placement, accountability, and compliance;
  • experience with program evaluations, quality assurance reviews, audits and evaluations for a variety of recruitment cases;
  • experience with internal control reviews ensuring compliance with all relevant laws and regulations; consult with employees and managers, providing advice and guidance, explaining policies and procedures, justify conclusions, and provide alternatives;

develops and provides training in areas of recruitment and placement.

T here is no substitution of education for experience at the GS-13 level.
