United States Fleet Forces Command is Hiring a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) Near Norfolk, VA

Summary

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the LABOR AND EMPLOYEE RELATIONS DEPARTMENT of FLEET HRO NORFOLK.

Duties

You will establish and maintain highly effective relationships with and gain confidence and cooperation of supervisors and managers on order to resolve difficult and controversial issues.

You will function in a liaison capacity between customer command personnel and applicable OCHR Operations Center personnel sufficient to work labor and employee relations issues through to a customer service-oriented conclusion.

You will utilize the guidelines and regulations and use initiative and resourcefulness to formulate solutions to problems and make sound recommendations to management.

You will act as an advisor to management on difficult, complex and controversial matters.

You will resolve problems and issues often involving incomplete and conflicting information.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Males born after 12-31-59 must be registered for Selective Service.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience developing/delivering Labor & Employee Relations briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations.

Experience providing advice and assistance to legal representatives and management in the technical aspects of personnel administration during formal hearings, grievances, and appeals;

Experience applying labor relations and personnel management theories, concepts, practices, laws, rules, regulations, precedents, procedures sufficient to identify problems;

Experience applying EEO and LER principles and precedents sufficient to provide representation and effect viable settlements during ADR that meet legal/regulatory requirements;

Experience providing guidance to management with regards to the negotiation of labor agreements and applying complex fact-finding, analytical and problem solving methods and techniques;

Experience in written and oral communication sufficient to prepare and present investigative findings, and provide recommendations relevant to difficult and controversial LER issues, in order to develop and present 3rd party cases and to develop and provide training and/or prepare L/ER related instructions and guidance;

Experience and operational knowledge of Word, PowerPoint, Excel, Access, Case Law Research, and HR data systems (e.g. TWMS, DCPDS, eOPF etc.) sufficient to work effectively and without assistance within those systems to accomplish labor/employee relations work.

To qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience researching and interpreting federal/local laws/policies and case law to provide advice and guidance to management officials on a variety of Human Resources labor management and employee relations issues.

Experience recommending appropriate resolutions to interrelated Human Resources labor management and employee relations issues.

Experience interpreting negotiated collective bargaining agreements to advise management on union-related matters.

Experience advising management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices, and union requests for information.

Experience negotiating and/or advising on labor agreements.

Experience providing training on topics such as Labor Relations, Disciplinary and Adverse Actions, Performance Management and Leave Administration.

Experience utilizing written communication to formulate advisory opinions to management on Employee and Labor Relations matters.

Experience providing technical assistance in proceedings before the Federal Labor Relations Authority (FLRA).Experience and skill in written and oral communication to prepare and present findings in a logical and clear matter.

Education

There is no education exception for GS-12.

In lieu of specialized experience for the GS-11, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of a 3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

A combination of experience and graduate education as described above that equates to one year of experience
