Departmental Overview
Involves developing and managing procedures that promote sound, efficient, and economical records management, which includes creation, organization of, and access to records; maintenance, retention and disposition of administrative records; and security and privacy of records. Supports the management of recorded information, consults with users to develop compliant, secured and trustworthy record keeping systems that are efficiently maintained, establishes processes and guidelines to dispose of records when their administrative, legal, audit, regulatory and historical value have ceased. Ensures compliance to standards, applicable laws and internal policies, and operating procedures for consistent creation, maintenance and use, and disposition of University records. May include classifying, storing, securing, and destroying (or in some cases, archival preservation) records or consulting others on how to apply best practices to such activities.

Responsibilities
RECORDS MANAGEMENT - Reviews, analyzes, classifies and indexes records, or consults others in these areas in accordance with records management procedures. Facilitates the transfer of records, identifies inactive records and ensures proper destruction of records. Prohibits unauthorized access to records containing personal/ confidential information.
Store and retrieve all department related files as required by applicable laws and regulations. Creates and refines methods of statistical analysis and reporting by the UCOP, CA DOJ, IACLEA Accreditation stands and other regulatory agencies as appropriate. Analyze data for accuracy. Analyze data for statistical purposes. Develop and distribute reports in accordance with department, campus, and state laws and guidelines. Identifies inactive records that are ready for disposition according to the records retention schedule and procedures. Ensures proper records destruction processes are completed and manages any relocations of records. Manage periodic audits of property room contents as required by law. Oversees and ensures department compliance with applicable rules and regulations related to law enforcement records management. Participates in the development of new policies and procedures, makes recommendations. Prohibits unauthorized access to records containing personal/ confidential information. Receive, review, analyze, and process results obtained from the Department of Justice for record management. Receive and process record requests for local background checks and process letters of good standing. Performs special projects, such as, reviewing alternative storage, developing new or revised procedures, and conducting quality monitoring and running reports as needed.
PUBLIC SAFETY SERVICES - Manages the Public Safety office in consultation with the Records Supervisor for members of the University community and the general public who contact the police department for both routine, emergency services and non-emergency services.
Develop set priorities for action. Responsible for capturing necessary information for the Public Safety Dispatchers and Police Officers to ensure requests for service can be handled efficiently. Receive and respond to requests for information from city departments, outside agencies, and members of the public within required timeframes. Triage calls to the appropriate person/department for further assistance. Manages multiple business and non-emergency telephone lines. Responsible for police reports and other records related to lost property. Responsible for overseeing the daily operations of CSO Record Technicians stationed at the Police Information Window; leading, providing guidance, instructing, training, and delegating tasks. Maintain and store a physical copy of the Daily Crime logs at the public counter for the community.
OTHER DUTIES - Duties constantly change to meet department needs. This position must be flexible and willing to adjust schedules to meet those needs. Other duties include: fingerprinting UC Berkeley employees and processing the necessary paperwork for employee clearance, handling incoming cash and receipts, and assisting the Records Supervisor in generating reports and projects as required/needed.
May be required to work on a Booking Team when arrests are made during civil disturbances. Manages and performs live scan fingerprinting for the campus community and prospective UC Berkeley employees. Receive payments, issue receipts and assist Records Supervisor in the balancing of accounts. Sort and distribute incoming mail to individuals within the departments and prepare outgoing mail. Issuing keys, key boxes and access cards to authorized personnel. Escort and monitor individuals/vendors who do not have the appropriate security clearances or access authorization into designated areas. May be required to work overtime, nights, holidays and weekends. Receive, review, research and respond to routine parking citation complaints and triage to the correct personnel. Other duties as assigned by the Records Supervisor.
Required Qualifications
Demonstrated experience with Microsoft Office Suite and general office applications. Demonstrated customer service skills. Ability to handle challenging situations with tact and diplomacy. Ability to work independently, handling multiple priorities and meeting established timeframes. Strong organizational skills and ability to multi-task with demanding timeframes. Ability to use a high level of discretion and maintain all confidentiality.
Preferred Qualifications
Knowledge of records management principles and practices. Limited experience with automated storage and retrieval systems, and electronic records.
Education/Training:
Associates degree in related field and / or equivalent experience.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $32.22 (step 1.0) - $34.87 (step 5.0).
This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits. This position is non-exempt and paid bi-weekly.
