Departmental Overview
Supply Chain Management (SCM) is responsible for the acquisition of campus goods and services. We strive for continuous improvement in our process and practices to maximize value, minimize university risk, and promote environmental stewardship in support of the University's mission of teaching, research, and public service. We strive to provide excellent customer satisfaction by simplifying the procurement process through strategic supplier agreements, conducting competitive bid solicitations and leveraging the collective spending power of the university. In providing excellent service, SCM's professional staff of Buyers often collaborate with many campus partners including Risk Services, Legal Affairs, and Berkeley People & Culture to ensure compliance with all federal, state, and University of California policies and regulations.
The Supply Chain Management Contract Administrator Leads the development and implementation of the University of California, Berkeley's strategically sourced commodity purchasing and campus-wide service contracts strategies. The Contract Administrator is responsible for establishing and implementing commodity management, strategic sourcing, contract management, supplier relationship management, utilization management, and demand management. This position requires the candidate have expertise in working as an individual contributor to support the mission of teaching, research, and public service. Working with a high degree of autonomy as an SCM team member under the direction of the SCM Procurement Manager, in incumbent will implement sourcing opportunities and strategies that meet the needs of the University, leverage annual category spending and produce best-in-class supplier contracts and supplier relationships. Analyze spending by commodity using appropriate business metrics, modifying commodity strategies to maintain flexibility in responding to new opportunities or changing University business needs. Participate in the development of a forecasted sourcing/projects pipeline that prioritizes sourcing initiatives to pursue and tracks significant ongoing cost savings, and execute against a plan. Develop and maintain category-specific knowledge including leading practices and trends.

Responsibilities
This role will be responsible for the development and implementation of project delivery strategies, Request for Proposal / Information / Quote activity, commercial negotiations, contract formation and administration and developing and implementing strategic sourcing contracts, and managing 3rd party relationships and performance.
Documents source selection, price rationale, and maintains purchase documentation to assure compliance with audit, University of California, state and other requirements.
Supports large campus-wide projects and/or major projects as needed as a Procurement Lead or a Strategic Sourcing Single Point of Contact.
Continually Administers and monitors a wide variety of Master Service Agreements types for a wide variety of commodity and service categories
Builds and maintains successful relationships with internal stakeholders and the campus's most critical suppliers.
Holds a strong proficiency with Oracle PeopleSoft or electronic purchasing systems, Google applications, Microsoft Suite, DocuSign and Adobe.
Advanced skills in successfully utilizing contract negotiation tactics to achieve financial results beneficial to the University
Adheres to California Public Contract Code (PCC) UCOP BUS-43 Policy, Federal Acquisition Regulation (FAR), and UC-specific HIPAA, Data Security and other purchasing requirements.
Required Qualifications
Four (4) years of previous experience, preferably in a large, complex business setting or equivalent University purchasing experience. In lieu of direct university experience, may consider experience with a medical, surgical, laboratory, pharmacy distributor, wholesaler, and/or manufacturer in supply chain, procurement, contracting, and/or contract account management role(s).
Experience in supply chain management with strong background in finance/decision support analytics.
Must be able to articulate documented savings and supporting details.
Strong working knowledge of the administration of a wide variety of contract types.
Experience in complex RFP preparation.
Must have demonstrated knowledge of procurement practices and procedures, and demonstrated knowledge of vendor sourcing and negotiation techniques. Familiarity with strategic sourcing concepts and practices.
Ability to multiple task, maintain a high level of accuracy, and attention to detail.
Advanced-level Excel skills.
Extensive experience in analyzing spend and sourcing data required.
Education/Training:
Bachelor's degree, either in business, economics, supply chain or related field and/or equivalent experience/training.
Preferred Qualifications
Working knowledge of or ability to quickly learn University accounting and purchasing policies, procedures, forms, and online systems (BearBuy and BFS) to advise faculty and staff on the proper application of these policies and procedures.
Strong knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
Thorough knowledge in vendor relations, negotiations, contract management, and financial terms.
Licenses/Certifications:
Professional Certification such as CPM, CPSM, CPPO or CPPB

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $89,000.00 - $100,000.00.
This is a full-time (40 hours/week), career position and eligible for full UC benefits. This is an exempt, monthly paid position. The annual salary is commensurate with experience. This is a remote-friendly position, eligible for 100% remote capability.
