DEPARTMENT OVERVIEW
The Systemwide HR Benefits Programs & Strategy Team oversees benefits provided to faculty, staff, postdoc, retiree and their eligible family members. Benefits include over 30 health and welfare plans administered by 20 vendors. Scope of responsibilities include, but is not limited to, strategy and design, vendor management, annual renewal and benefits enrollment, related legislative and policy compliance, health data analytics, employee benefits communication, liaison to UC campuses benefits communities, operations and constituent groups.
POSITION SUMMARY
Manages benefit programs for faculty, staff, retirees, postdocs and their eligible dependents. Receives assignments in the form of objectives and determines how to manage and use professional staff and resources to meet schedules and goals. Oversees benefit program issues that are diverse in scope. Has interactions with internal and external contacts on issues of significance. Exercises strong judgment in interpreting and administering benefit programs. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. Please note this is a hybrid position.

Keeps abreast of health & welfare benefits trend to ensure benefit offerings align with UC strategy, meet employee/retiree needs and, are competitive. Develops and analyzes benefit policies in relation to competitive best practices to ensure continuing improvement in recruitment, motivation and retention. Provides subject matter expertise on medical (and related) plans. Interacts with higher-level management and stakeholders on controversial situations, negotiations or to influence and persuade others.

Manages vendor performance evaluation and reporting, negotiates with vendor account management to resolve plan design and operational issues. Negotiates and manages performance standards/agreements to ensure appropriate levels of service are met.

Selects, develops and evaluates a professional staff to ensure effective and efficient operation of function. Provides direct supervision and guidance to staff members involved in the development, implementation, compliance and maintenance of medical programs and policies for the faculty, staff, retiree, postdocs and their eligible dependents. May provide direct supervision and guidance to a Health Care Facilitator who services UCOP and UC Path employees and retirees.

Conducts short and long-range medical programs planning and makes recommendations to enhance benefits portfolio of faculty, staff, retiree and postdoc programs.

Through subordinates, oversees medical plan contract renewals and ongoing maintenance of contracts as well as competitive bidding of medical program services.

Use internal and vendor performance metrics to formulate plan design and program recommendations to further enhance program value to employees and UC.

Through subordinates, investigate, summarize and report findings on medical plan design issues to constituent groups and/or other stakeholders as necessary.
Required Qualifications
  • Requires broad knowledge of theory and practice related to employee and retiree health program design.
  • Requires broad knowledge of healthcare financial analysis, underwriting and actuarial principles, bench marking, strategic and clinical aspects of program design, research review, accounting principles and practices, performance measurement tools.
  • Communicates information in a clear and concise manner in writing and verbally.
  • Client services oriented, has strong listening, critical thinking and analytical skills.
  • Ability to multi-task, shift priorities as necessary and meet deliverables.
  • Demonstrated ability to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Demonstrated interpersonal skills to effectively lead, motivate and influence others and develop and maintain high standards of customer service.
  • Proven ability to quickly evaluate complex issues and identify multiple options for resolution.
  • Requires experience managing a professional staff.
Preferred Qualifications
  • Requires knowledge of policies and practices in financial, employee and labor relations, and UC business areas.
  • Requires broad understanding of UC budgetary, political and employee relations dynamics.
Education
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Minimum 8-10 years experience in health & welfare benefits, preferably in higher ed industry.
SALARY AND BENEFITS
Salary: The recommended hiring range is $130,000.00 to $150,000.00. Commensurate with experience.
