DEPARTMENT OVERVIEW
The UCOP Strategy and Program Management Office (SPMO) provides high quality in-house advisory and consulting services to advance the mission of the University of California system. The SPMO develops and implements multi-year strategic planning; applies portfolio management methodologies, metrics and tools; develops solutions in governance, operating models, financial management, organizational design, process improvement, operational efficiency, change management; and manages systemwide strategic initiatives, programs and projects.
POSITION SUMMARY
The SPMO Strategic Advisor will independently use and apply wide-ranging management consulting experience and proficiency to lead highly complex, strategic engagements involving multiple University stakeholders; support University executives and senior leaders to design and implement goal-achieving solutions; utilize methodologies that drive organizational effectiveness; regularly conduct rigorous analysis with available data and inputs; and apply methods, techniques and evaluation criteria to provide options for leadership consideration in achieving results. Strategic Advisors have strong reputations as trusted partners, excellent communicators and effective initiative leaders throughout the organization. Strategic Advisors also provide analysis internally to the SPMO unit in developing capabilities and managing operations.

Supports and leads UCOP cross-functional teams for large scale initiatives and projects. Mobilizes and manages cross-functional project teams. Exercises wide judgment in selecting and developing methods, techniques and evaluation criteria for obtaining appropriate results and resolution of organizational effectiveness issues.

Performs data-driven advanced analyses, and ensures that solutions can support the needs of the organization. Assesses complex situations, identifies desired improvements, and works with executive and senior leaders to address issues, develop recommendations, and implement solutions in alignment with UCOP strategic goals and objectives.

Supports and facilitates strategic planning and strategic development with leadership teams. Identifies and assesses market trends; collects and analyzes input from relevant stakeholders.

Supports senior leaders from across the University to address issues, develop recommendations, and implement solutions in alignment with strategic goals and objectives. Provides consultation, design, and facilitation on multi-faceted problems to achieve strategically aligned solutions. Facilitates adoption of proposed solutions from key stakeholders.

Develops internal capabilities, supports management of SPMO portfolio, and creates repeatable frameworks, to enhance the visibility and impact of the SPMO. Builds internal tools and conducts analysis to improve SPMO operations. Provides guidance and support to UCOP stakeholders on tools and methodologies. Supports a collaborative and inclusive team culture.
Required Qualifications
  • At least 5 years of related experience in leading and advising strategic initiatives, programs, and/or projects.
  • Knowledge of the consulting process to effectively lead strategy and operations engagements from inception to conclusion.
  • Possesses strong problem-solving and strategic development skills.
  • Applies strong verbal, written communication and presentation skills.
  • Proven record of leading and managing large projects and initiatives.
  • Ability to handle multiple constituencies, agendas, engagements and tasks with tight deadlines, and to deal productively with ambiguity and conflict.
  • Demonstrated ability to learn quickly, reason, synthesize and generalize based on information obtained.
  • Sound judgment, ability to draw unbiased conclusions.
  • Ability to focus on priorities, strategies, and vision.
  • Ability to facilitate and influence people at all levels.
  • Demonstrates interpersonal skills and client service orientation to establish and maintain positive collaborative working relationships with a broad range of stakeholders.
  • Pro-active in identifying and solving client needs.
  • Ability to persuade through both logic and appeal to positive motivations.
  • Fluent in managing data sets and translating into insights.
Preferred Qualifications
  • Experience with project/program management and process methodologies such as agile and Lean Sig Sigma.
  • Experience in strategy and/or operations consulting.
  • Experience in higher education.
Education
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Advanced degree in relevant field preferred.
SALARY AND BENEFITS
Salary: : $128,000 - $142,000 annually commensurate with skills/experience.
