University of California San Francisco is Hiring an Executive Director New Hospital Delivery Near San Francisco, CA

The Executive Director is responsible for overall management and leadership of the New Hospital at Parnassus Heights program, currently estimated at $4.5B.
The candidate will lead an internal and external team for the design, construction, activation and follow on work for the construction of a roughly 900,000 sf hospital addition to the Parnassus Campus attached to the Moffitt and Long towers. The program also includes significant renovations within the existing hospital buildings.
Acts as the primary member of the Project Management Team representing UCSF in the Integrated Project Delivery contract and acts as primary signatory for contracts and invoices delegated from UC Regents.
Collaborates with all hospital departments to ensure success delivery and minimize impacts to the current and future operations of the existing hospital during construction. Partners with VP New Hospital Planning and Optimization to act as an integrated leadership team for delivery of the hospital program.
Drives contracting and negotiation strategy for all vendors and specifically with the Integrated Project Delivery team. Prepares and presents on project status and updates to Senior Level Leadership within UCSF Health, UCSF and UC System.
Strategizes methodology for implementing inevitable change into the program with the least cost, schedule and impact on the hospital program budget and existing hospital operations. Accountable for all UCSF staff and consultants in the project management and construction management of the project. Sets tone and culture for the project team in the Big Room consistently with all partners. Ensures lean construction methodologies are implemented by the project team.
Adjusts the project team members, including hiring/firing and adjusting work effort as needed to maintain project performance and culture. Ensures that all project scopes are on target for schedule and budget including design and construction as well as equipment, IT, furniture and all other soft costs within the program.
Ensures team compliance with the EIR and all UCSF / UC Policies and procedures including but not limited to sustainability, procurement, facilities manual, insurance, human resources, etc.

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery, and management of physical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.
UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children’s Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.
The Major Capital Construction Department is responsible for delivering the design and construction for new buildings and other major capital projects as assigned. Typical project budgets are hundreds of millions of dollars. Our goals are delivered through Integrated Project Delivery (IPD) methodologies. Our vision is to be recognized as an innovative and collaborative owner through new processes, innovation of new delivery models, contracts and commercial terms that will attract the most qualified teams. Our projects are managed in the Integrated Center for Design and Construction (Big Room). Our work emphasizes development of highly integrated and collaborative teamwork. We fully support and integrate Lean tools in our project work. The combined UCSF Campus and Health organizations include approximately 198 UCSF and 38 contract personnel; operating/recharge budgets of more than $52.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $13.3B long-range capital development.

Required Qualifications

  • Advanced, in-depth experience delivering large and complex, multi-phased health facilities capital construction projects.
  • Advanced planning and analytical skills related to medical center design and construction.
  • Advanced knowledge of federal, state and local laws, codes and regulations governing planning, building design and construction for health facilities, including but not limited to, JCAHO, OSHPD / HCAI, NFPA and CDPH requirements.
  • Highly advanced forecasting, budgeting and cost management skills.
  • Advanced skills in leadership, personnel management, promoting and managing change, team building, consensus building and negotiation.
  • Highly advanced interpersonal and communication skills including ability to effectively convey concepts to senior leaders and executives.
  • 15 years progressive related experience.
  • Bachelor's degree in related area and / or equivalent experience / training

Preferred Qualifications

  • Master's degree preferred.
  • License to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture preferred.
  • Certificate to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture preferred.
  • Construction or project management certification from a relevant organization preferred.
  • Broad experience in capital project management and facilities administration.
