University of California is Hiring a (RAP) Program Manager Near San Francisco, CA

Full TimeDays8 Hours M-F 8am to 5pmFulfills primary responsibility for a specific area of research within a broader research grant program initiative.
This position is essential to support the management of a large, centralized intramural research funding program – the Resource Allocation Program (RAP). RAP is a campus-wide program serving the four Schools and UCSF Affiliates. A majority of intramural funding at UCSF is administered through RAP which makes the program unique and complex. RAP manages the disseminiation, submission, review and award of various intramural funding opportunities to ensure efficient, fair, and effective institutional investment in the entire UCSF research community toward increasing UCSF’s research success and funding competitiveness. RAP remains a model of intramural funding management among other research institutions across the United States. The mission of RAP is to make application for intramural research funding efficient, and accessible for all faculty and non-faculty applicants, and to advise, coordinate and minimize the redundancy for the application and review process among funding agencies, and to optimize the volunteer review efforts of UCSF faculty.
This position manages the day to day administrative operations of the program and participate in the design and development of program policies, and a variety of operational components. This position works closely with faculty and the research/funding programs’ directors and their program managers on implementing their planning and procedures for funding competititions, proposal reviews and awards, and program evaluation. This position develops and organizes marketing collateral for the dissemination of bi-annual funding opportunities and coordinates all efforts with other campus units (Pulse, ReRe, etc.). This position contributes to the development of conferences and other forums designed to promote awareness of RAP, to share best practices, and to lead efforts on continuous improvement for RAP and for its partnering programs. The Program Manager works under the supervision of the RAP Director and contributes to establish program goals, operational guidelines, performance metrics, and fiscal management.
The management of the program requires experience in the field, excellent communication skills and proven ability to foster collaborations and build consensus within a wide range of environments. The consortium nature of the program requires excellent judgement and great diplomacy to harmonize the diverse interests of multiple stakeholders, internal and external to UCSF. The complexity of the program requires strong analytical, and organizational skills that focus on results.
The program has a recharge cost model to stakeholders and the Program Manager assists the Director to manage these charges and develops statistics upon which those recharges are based. The Program Manager along with the Program Director is highly accountable to all stakeholders for the success of each funding competition. Final funding decisions impact the entire campus community by fueling extramural funding and new discoveries.

  • BA/BS with a major in a related field and three years of experience in administrative analysis or operations research or an equivalent combination of education and experience.
