University of Colorado Anschutz Medical CampusSchool of Medicine | Department of Medicine | Division of Pulmonary Sciences and Critical CareJob Title: HR Program ManagerPosition #00782428 – Requisition #33841Job Summary:The Division of Pulmonary Sciences and Critical Care is looking for a Human Resources Program Manager to oversee human resources functions, including administration, recruitment and onboarding, employee relations, payroll, leave, and benefits. This position must remain current on policies and procedures for the above tasks and ensure compliance with all University, state, and federal guidelines. The individual in this position will provide education and advice to leadership related to staff and faculty employment and compliance.
The Human Resources Program Manager is responsible for supervising the Division of Pulmonary Sciences and Critical Care administrative staff. Additionally, this position functions as a backup to the Division Administrator, with the guidance of the DOM Human Resources Program Director. This position is responsible for aligning the divisional activities with the policies and procedures of the Department of Medicine, School of Medicine, and University of Colorado.
Key Responsibilities:
  • Coordinate with division leadership to strategize, improve process efficiency, and address unit efforts.
  • Oversee and develop recruitment activities, orientation, and onboarding.
  • Serve as the division liaison to CU Employee Services, Central Employee Relations, and the Ombuds Office for employee relations issues, and may collaborate with the Division Head, supervisors, and Division Administrator on these issues where appropriate.
  • Oversee all payroll functions, including managing MyLeave, FMLA, and maintaining FTE and allocation changes, providing information to HRSS or department finance staff for making changes in HCM.
  • Process visa application paperwork for international faculty, staff, postdoctoral fellows, short-term scholars, specialists, and visitors.
Work Location:Hybrid – this role is eligible for a hybrid schedule and as needed for in-person meetings; onsite location is at the Anschutz Medical Campus in Aurora, Colorado and schedule will be coordinated with supervisor.

Qualifications:Minimum Qualifications:
  • A bachelor’s degree in public policy, human resources, business, public administration, higher education administration, social sciences, behavioral sciences, or a directly related field from an accredited institution.
    • A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.
  • Four (4) years of relevant human resources or administrative experience, preferably in a healthcare or higher education setting.
Applicants must meet minimum qualifications at the time of hire.Preferred Qualifications:
  • Master’s degree in human resources, business, public administration, healthcare administration, or related field from an accredited college or university.
  • Five (5) years of relevant human resources or administrative experience, preferably in a healthcare or higher education setting.
  • Experience working in an academic medical center.
  • Experience working with PeopleSoft Human Capital Management (HCM)
  • Three (3) years of supervisory experience
  • Certification from a professional HR Association (PHR/SPHR, SHRM-CP/SHRM-SCP)
  • Demonstrated process improvement experience and experience using technology to streamline processes.
  • Experience working with Smartsheet or similar platforms.
Knowledge, Skills, and Abilities:
  • Ability to analyze, interpret, and evaluate a broad range of laws, rules, and regulations in order to exercise good judgment in applying them to human resource challenges.
  • Knowledge of the professional standards, concepts, and practices of recruitment and selection, employee relations, or organizational development and human resource policy.
  • Ability to communicate effectively, both in writing and orally, including public speaking.
  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
  • Demonstrated commitment and leadership ability to advance diversity and inclusion.
  • Thorough knowledge of current management and leadership methods and best practices.
  • Proficient skills in Excel, Word, PowerPoint, and Outlook.
  • Proven track record of working effectively with high-level administration.
  • Ability to set goals and motivate support staff.
  • Independent judgement, critical thinking, analysis, and self-directed work.
