Duties and Responsibilities 
  1. *Responsible for the independent development, planning, directing and maintaining of a comprehensive system-wide Diving Safety Program.
  2. *Reviews and evaluates applications for approval of all University-authorized diving operations.
  3. *Conducts audits and inspections of University projects and operations to ensure compliance with applicable regulations and effectiveness of control measures.
  4. *Develops and ensures compliance with health and safety standards relating to diving safety for review and inclusion in the University's Diving Safety Manual.
  5. *Conducts audits of departmental diving units and operations for compliance with University program requirements.
  6. *Acts as a member of the Diving Control Board for institutional diving safety policies and procedures. Coordinates Board meetings and prepares supporting materials.
  7. *Acts on behalf of the University in diving safety matters with non-University personnel and organizations. Serves as University's representative to the American Academy of Underwater Sciences (AAUS).
  8. *Investigates all compressed-gas diving-related accidents. Remains prepared to respond and assist in incidents involving University divers.
  9. *Ensures maintenance of records of all accidents and assures compliance with other record-keeping requirements related to diving safety.
  10. *Consults with principal investigators and other University personnel with regard to diving safety.
  11. *Develops an annual budget for the Diving Safety Program. Participates in budgetary projections as required.
  12. *Develops, plans, supervises, conducts and maintains scientific diver training in accordance with AAUS standards and Specialty Diver courses leading to certificates from approved national diver certification agencies (NAUI, TDI, and/or AAUS preferred).
  13. Supervises, plans, develops, maintains, and conducts training in diving rescue and emergency procedures, first aid, and diving equipment field maintenance procedures.
  14. *Supervises, plans and develops a diving equipment testing and certification program, including an inventory of University-owned equipment and their maintenance and repair records.
  15. Supervises the operation of a calibration and testing program for diving associated gauges and instrumentation.
  16. Provides support to large-scale or complex University diving operations, such as field schools and research expeditions which require specialized skill and knowledge.
  17. Provides oversight and participates in University diving activities identified as carrying especially increased risk to personnel or property.
  18. Assists the Director and other staff in maintaining the University's general occupational health and safety programs, such as accident investigation, complaint response, facility inspections, and monitoring of other environmental conditions, as needed.

Minimum Qualifications 
  1. Possession of a baccalaureate degree in an area of Marine Biology, Oceanography or related field, and 8 year(s) of progressively responsible professional experience with responsibilities for Institutional occupational diving, diver training, diver safety, and institutional program management of which one (1) year is at a supervisory level or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of institutional occupational diving and diving safety in support of science research and education.
  3. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with institutional occupational diving and diving safety in support of science research and education.
  4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
  5. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Extensive knowledge of applicable Federal and State laws, standards, regulations and guidelines pertaining to scientific diving and commercial diving safety, such as OSHA, HIOSH and AAUS.
  10. Possess or ability to obtain authorization as a University of Hawaii scientific diver with a depth rating not less than 130fsw.
  11. Possess active Instructor certification from a recognized national diver training agency (NAUI and AAUS highly preferred).
  12. Possess Instructor certification for Diving First Aid for Professional Divers from a nationally recognized organization compliant with ILCOR guidelines.
  13. Extensive knowledge of principles and practices of commercial and scientific diving safety.
  14. Extensive knowledge of the methods, procedures, and techniques used in making diving-related health, safety, and compliance inspections.
  15. Extensive knowledge of AAUS scientific diver training methodologies.
  16. Extensive knowledge of hazards and safety precautions and procedures involved in scientific and commercial diving operations
  17. Extensive knowledge of the methods and procedures used in calibrating, maintaining, and troubleshooting diving equipment. Possess certification as a SCUBA/SCBA cylinder visual inspector.
Desirable Qualifications 
  1. Masters or higher degree in a field of science in which underwater observation and data collection methods by divers are commonly employed.
  2. Experience in an occupational diving safety program in an academic setting (college or university).
  3. Knowledge, training and/or substantial documented experience in any of a range of specialized diving modes commonly used in research diving, including: nitrox diving; stage decompression diving; mixed gas diving; closed-circuit rebreathers (APD Diving Inspiration and or Poseidon SE7EN systems preferred); surface-supplied diving; hookah diving; drysuit diving; aquarium exhibit and animal husbandry; and non-exempt diving activities in support of science. 
  4. Instructor certification for any of the specialized diving modes listed above.
  5. Instructor trainer or higher designation from a national diver training organization (NAUI or AAUS preferred).
  6. Experience in the conduct and supervision of commercial diving operations.
  7. Extensive knowledge and experience in the maintenance and operation of small craft supporting diving operations.
  8. Experience in the conduct and supervision of research diving operations from ships.
  9. Experience in the management of personnel records including Personal Identifiable Information (PII) and HIPAA-sensitive information.
  10. Experience with computer servers and electronic data management systems, such as networked relational databases for record keeping and report generation.
