Duties and Responsibilities

  • *Serves as lead/senior Human Resources Specialist for College of Education (COE) providing broad knowledge of theories, concepts and principles of HR management to serve the mission, objectives and current issues of COE. 
  • *Responsible for classification & compensation, recruitment, collective bargaining, employee benefits, labor relations, staff development & training and personnel records management.
  • *Advises the Dean, Associate Dean and Administrative Services Manager on interpretation of collective bargaining contracts, Board of Regents Policies; University policies and procedures, and other rules and regulations related to personnel matters.
  • *In conjunction with the Administrative Services Manager, analyze & make recommendations to staffing needs.
  • Assists supervisors in developing position descriptions for all position types including faculty, staff, graduate assistants, and casual hires.
  • Advises on salary recommendations, adjustments and special compensation for COE employees in accordance with University’s policies and procedures.
  • Advises Dean on accommodation requests.
  • Advises and works with Chairs or supervisors on management and performance issues.
  • Prepare and review necessary paperwork for international hires including H-1B workers, J-1 exchange visitors, TN workers, and U.S. permanent residence. Serve as primary Liaison between department/unit and Faculty Scholar and Immigration Services (FSIS).
  • Manages the benefit programs available to employees. Keeps current on regulations relative to various benefits, communicates changes, updates and impact on benefits to necessary parties. Provides general advice on employee benefits.
  • Reviews and/or audits all personnel transactions for accuracy, completeness, and conformance with university and state policies and procedures. Recommends approval or disapproval of personnel action requests.
  • Responsible for all workers' compensation claims, including processing claims to 3rd party administrator in a timely manner and in accordance with policies and procedures. Work with 3rd party administrator on cases ranging from routine to moderately complex.
  • Responsible for the leave accounting system, including auditing and correcting data and ensuring accuracy and timeliness of information. Communicates routing discrepancies with section managers.
  • *Serves as working supervisor to college HR staff.
  • Attends training to remain updated on current trends and information related to human resources management.
  • Develops and leads in-house training in matters related to human resources including but not limited to personnel actions, benefit administration, equal employment, workplace non-violence, etc.
  • *Keeps abreast of current information on university policies and procedures, statues, regulations, laws and collective bargaining provisions related to human resources management. Integrates best practices in the area of human resources management.
  • Formulates and/or recommends sound internal personnel procedures and practices. Exercise discretion and sound technical analyses to a variety of human resources management or related issues.
  • Work with the Administrative Services Manager on special requests from the state legislature.
  • *Serve as backup signing authority for the college's Administrative Services Manager (Position Number 0077283) as necessary.

Minimum Qualifications
  1. Possession of a baccalaureate degree in business administration, education, social sciences or related field and 5 year(s) of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the field of human resources management in an institute of higher education as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management in an institute of higher education.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Experience processing documents for foreign hires (eg. H-1B, visiting scholars, permanent residency, etc.).
  10. Experience serving as investigator for informal complaints and grievances.
  11. Demonstrated ability to exercise judgment, tact, patience, and discretion in applying and explaining policies and procedures.
  12. Demonstrated ability to maintain confidentiality in situations as required.
  13. Demonstrated ability to establish and maintain positive and effective work relationships with supervisors, chairs, directors and staff. 
Desirable Qualifications
  1. Master's Degree in Human Resource Management.
  2. Knowledge of general UH policies, rules, and regulations governing personnel administration.
  3. Experience working with online human resources systems such as PeopleSoft, TAPS, KFS, Banner/STAR, etc.
