About UI Health
The University of Illinois Hospital & Health Sciences System (UI Health) provides comprehensive care, education, and research to the people of Illinois and beyond. Position Summary:
The Assistant Director of Patient Financial Counseling provides onsite, operational and strategic leadership to plan, direct, evaluate and continuously improve patient financial service functions. The Assistant Director of Financial Case Management will report to the Director of Patient Financial Clearance, who reports to the Associate Chief Financial Officer. This position has administrative responsibilities for financial counseling operations within its scope and activities involving services rendered at UI Hospital. Those activities include financial counseling for both hospitals and professional services. In executing these responsibilities, the Assistant Director works across the organization to deliver the best possible patient financial experience.
Duties & Responsibilities
  • Develops the strategies, objectives, goals, policies and procedures for the department.
  • Implements necessary measures to achieve these stated objectives and goals, following through to ensure that objectives are met or exceeded.
  • Manage escalations, identify trends and deficiencies and initiate corrective action to resolve.
  • Monitor and interpret entity-specific reports related to department performance, staff performance and financial performance, ensuring appropriate action plans are executed.
  • Supports Leadership in key governance processes, e.g., payor authorization compliance, access benchmarking, revenue cycle optimization, etc. with identification and resolution on complex priorities and challenges.
  • Creates the vision for and provides organizational leadership of the Financial Counseling department in support of UI Health organizational goals and strategies.
  • Develops and administers a fiscally responsible department budget consistent with the department's goals, objectives, and performance improvement plans.
  • Establishing, deploying, and enforcing financial clearance standards that ensure regulatory compliance, patient safety, financial integrity, and timely, efficient, and equitable patient access.
  • Serves and protects the UI Health community by ensuring adherence to professional standards, applicable organizational policies and procedures, federal, state, and local requirements, and Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards.
  • Communicate and coordinate with clinical and departmental staff regarding Patient Financial Services operations, including technology implementations affecting the department.
  • Allocate resources cross-functionally, including people, data, processes and financial services, to achieve optimal workflow and outcomes.
  • Participate in budget preparation and cost control management efforts.
  • Seek to understand disagreements, ensure all perspectives are heard and facilitate a plan for resolution.
  • Delegate the work appropriately, provide clear expectations and follow up to ensure progress and overcome roadblocks.
  • Identify associates and team priorities based on business direction and adjust when needed.
  • Create a respectful work environment where you advocate for your team, create accountability and recognize their accomplishments.
  • Provide timely feedback to encourage success, ensure accountability, and connect opportunities for your associates' development.
  • Identify the right talent to achieve the desired results.
  • Guides and directs subordinate supervisors/managers on patient financial services team.
  • Develops and implements policy and procedure recommendations to meet the needs of the Health and Hospital System and its patients.
  • Oversees preparation of the budget for areas of responsibility and participates in the preparation of the annual Health and Hospital System budget.
  • Prepares annual statement of goals and objectives in collaboration with subordinates.
  • Ensures compliance with all Federal, State, local government, and private industry mandates.
Qualifications:
Minimum Qualifications
  • Bachelor's degree required. Advanced degree preferred.
  • Comprehensive knowledge of end-to-end healthcare revenue cycle strategies and minimum of five (5) years of healthcare Revenue Cycle experience, with at least five (3) years of managerial experience and at least twenty-four (24) months of which was directly managing financial assistance programs within a hospital environment.
  • Experience using Epic Systems within access operations is preferred.
  • Broad-based and comprehensive knowledge of accounting systems and insurance issues, healthcare industry issues and trends, legal issues in field of expertise, required third party and governmental guidelines, and work processing methods and techniques.
  • Proficiency in Microsoft Office, including Outlook, Word, PowerPoint, and Excel.
  • Exhibits management skills that emphasize team-building and strong leadership with the ability to provide clear direction to the unit.
  • Strong leadership, integration, and execution skills. Experience in planning, formulating, and executing strategies.
  • Ability to define programs, processes or business objectives and scope.
  • Ability to identify, evaluate and articulate operational opportunities, risks, business needs/gaps, and understand customer/stakeholder interests.
  • Advanced analytical, evaluative and problem-solving skills
  • Excellent written and verbal communication skills to effectively identify, assess and facilitate improvements and resolution and to present advisory, persuasive and authoritative recommendation to all levels.
  • Must be able to operate effectively in a collaborative, shared responsibility environment.
