Essential Functions
Job Summary
Supports the BCEM Manager in implementing business continuity, emergency preparedness, and emergency management programs across the UTSA community. Lead project management support for business continuity and emergency planning programs; assist with coordination of training programs and emergency response exercises.
Core Responsibilities
  • Provides project management support to the Manager for all BCEM programs and initiatives; leverages project management tools to ensure the team is coordinating, organizing, and tracking projects effectively.
  • Coordinates and/or leads projects relating to business continuity, emergency operations, emergency plans, and emergency response drills and exercises following local, state, and federally published standards.
  • Coordinates efforts to improve operational alignment among work groups and develops documentation and graphs to support workflows.
  • Meticulously documents tasks, actions, and notes during emergency response efforts.
  • Provides support, coordinates training, and works with stakeholders to assist in the development of plans, policies, and procedures.
  • Leads planning, coordinating, implementing, and evaluating building fire drills to test the university's capability to address crisis situations. Participates in planning, coordinating, implementing, and evaluating other emergency preparedness exercises and drills.
  • Assists with testing, maintenance, and project management of UTSA warning systems.
  • Rapidly develop communication notices to the campus community in support of crisis management; communication notices must be consistent with best practices and standards for communication.
  • Assists with presenting business continuity, emergency preparedness, and emergency management educational awareness, training, and outreach programs to university staff, faculty, and students.
  • Remains current on business continuity and emergency management best practices, including trends in higher education.
  • Collects data from various sources and analyzes for accuracy, completeness, and relevance. Prepares complex, statistical, technical, financial, and confidential reports, charts, and graphs.
  • May provide oversight of office administrative personnel, interns, or work studies.
  • Supports EOC during activations, campus incidents, or campus events as appropriate.
  • Assists UTSA departments with special projects as requested.
  • Position is on-call and recall for campus emergencies.
  • Performs other duties as assigned.
Required Qualifications
  • Bachelor's degree from an accredited institution.
  • Certificates of completion in FEMA IS-100, IS-200, IS-700, IS-800, or federal/state equivalent.
  • U.S. citizenship or lawful permanent residence status is required to meet DSO and ARO reporting requirements.
  • Valid Texas State Driver's License.
  • Two or more (2 ) years of experience in project management, emergency management, business continuity, or a related field.
  • Advanced oral, written, and visual communication skills.
  • Knowledge and understanding of the National Incident Management System (NIMS), Incident Command System (ICS), and four phases of emergency management.
  • Proficiency in leveraging Microsoft Suite applications, graphic design software, and artificial intelligence tools.
  • Ability to work on a variety of tasks simultaneously.
Preferred Qualifications
  • Master's degree in Emergency Management, Public Administration, or a related field.
  • Project Management Professional (PMP), or ability to attain PMP designation within two (2) years of hire.
  • ICS related courses G-300 and G-400 .
  • Certified Business Continuity Practitioner (CBCP), or ability to attain CBCP designation within two (2) years of hire.
  • Associate Emergency Manager (CEM) or will attain CEM designation within two (2) years of hire.

Working Conditions
Working Environment:
  • Standard office environment.
  • May work some evenings or weekends as needed.
  • Position is on-call and recall for campus emergencies.
Physical Demands:
  • Ability to climb ladders, and stairways, and work on building rooftops of high elevation.
  • Ability to lift 40 pounds above the head with or without reasonable accommodation.
  • Ability to work in confined spaces such as narrow corridors, security/computer closets, service tunnels, and related areas.
This position will be primarily located on campus. Travel and parking expenses are the employee's responsibility.
