Job Summary

Under the direction of the Deputy Director of the DCFS Office of Research and Child Well-Being, this position supports the implementation of the state's adopted evidence-based interventions through the Family First Prevention Services Act [FFPSA]. In collaboration between the University of Illinois at Urbana-Champaign School of Social Work and the Illinois Department of Children and Family Services (IDCFS), the Associate Manager assists in the implementation of the state's adopted evidence-based interventions through the Family First Prevention Services Action (FFPSA) including liaison with model developers, ensuring fidelity activities occur, and monitoring certification activities. For each assigned region of the state, the Associate Manager, in consultation with the CQI Manager, leads continuous quality improvement (CQI) with the provider agencies that utilize evidence-based interventions adopted by IDCFS to enhance the service array for children and families served. CQI is used to work with agencies that serve the target population identified under the FFPSA to enhance referral pathways and general knowledge of the adopted interventions.

Duties & Responsibilities

  • Oversee data on utilization and client outcomes in support of continuous quality improvement.
  • Supervise staff across the state responsible for implementation and monitoring of Family First programs that utilize evidence-based interventions.
  • Management of evidenced based interventions implemented by Family First contracted agencies to ensure timely submission, review, and approval of billing for services rendered.
  • Operational contract monitoring (ensuring delivery of services, proper staffing, data sharing for evaluation).
  • Contribute to the ongoing development of the implementation plan for Family First programs. Contribute to development of DCFS policy, procedure, and business rules related to Family First.
  • Support hosting provider meetings to identify challenges and barriers to service implementation.
  • In coordination with the Family First CQI Manager and Implementation Support Specialists, on-board new Family First contracted providers.
  • Other duties as assigned.

Minimum Qualifications

Bachelor’s degree. Three years of professional work experience in a public-sponsored, agency-based child welfare setting, providing a combination of direct child welfare casework including Intact Family Services. Demonstrated experience with evidence-based intervention, using data to inform practice improvements, and facilitating professional groups. At the time of selection, the candidate must possess or must be eligible for a professional license in the candidate’s discipline, such as Teacher Certification or LCSW.

Preferred Qualifications

Master's degree in Social Work, Education, or a related field. Five years of experience in public-sponsored, agency-based child welfare setting providing a combination of direct child welfare casework including Intact Family Services.

Knowledge, Skills and Abilities

Prior experience in, or knowledge of, child welfare. Utilization and implementation of evidence informed practices in child welfare environments, and continuous quality improvement is preferred.

Appointment Information

This is a 100% full-time Civil Service 5002 - Program Coordinator position, appointed on a 12-month basis. This position is headquartered in Champaign, IL. Fully-remote or hybrid work may be considered for this position. The expected start date is as soon as possible after the search posting closes. The minimum of the salary range for this position is $70,000. Salary is commensurate with experience. Sponsorship for work authorization is not available for this position.
