US Administrative Office of the U.S. Courts is Hiring an Accountant Near Washington, DC

Duties

This position will report to the Chief of the Financial Statements Section, Accounting Branch, Financial Operations Division (FOD), Financial Management Office (FMO). The FOD is seeking a self-motivated experienced Accountant to join its team. The FOD is dedicated to supporting and improving financial management, accounting, finance, policy, travel, and other fiscal services to the AO and judiciary. The incumbent will be assisting in the reconciliation of the general ledger accounts to ensure accurate financial statement reporting and providing business process improvements of accounting operations. The ideal candidate must have knowledge and skills in providing analysis and recommendations over the broad spectrum of financial and operational management.
The duties of this position include, but are not limited to:

  • Developing Judiciary-wide consolidated financial statements.
  • Conducting financial statements and trial balance data flux analyses.
  • Supporting Governmentwide Treasury Account Symbol (GTAS) submission for the Judiciary.
  • Assisting in the reconciliation of the general ledger accounts details transactions in the Judiciary Integrate Financial Management System (JIFMS).
  • Performing reconciliation of Judiciary's intragovernmental (IGT) transaction with its trading partners.
  • Developing posting logic in compliance with Treasury's U.S. Standard General Ledger requirements.
  • Assisting the Accounting Branch with accounting operations and provide recommendation for business process improvements.
  • Advising and consulting with program offices and courts on their local financial and accounting matters.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experiencewhich is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
  • Knowledge of generally accepted and federal accounting principles, standards, and practices, including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals;
  • Knowledge of the theories, concepts, principles, and practices of accounting and financial management involving interfaces and inter-relationships between programs, systems, functions, and policies;
  • Knowledge of the principles, practices, and methods of financial management, including requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines, and other federal financial regulatory requirements; and
  • Experience with reconciling general ledger account detail transactions to ensure accuracy, fluctuation, and integrity in the financial management system.

Education

Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:
(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. TRANSCRIPT REQUIRED
(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination. TRANSCRIPT REQUIRED
(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
