Duties

This position handles specific projects/programs located in the Operations Group Standardizations and Evaluations section (OGV).
Analyzes, coordinates and/or performs a variety of special projects/program assignments and studies which lead to resolution of management problems and improvement of operations. Independently develops a plan of action, recommends solutions. Coordinates with State ARNG/ANG Command staff, Directorates or Group Commanders and, NGB Functional Managers to obtain and exchange information and develop recommendations for management decisions. Monitors and analyzes program/project progress, recommending changes based on findings as needed. Develops all reports, briefings, and status of assigned projects/programs. Performs a wide variety of support duties to facilitate the work of the office. Arranges scheduling of appointments, meetings, briefings, and other commitments that have a directly effecting on future decisions and program direction.
Provides management information, advice, and assistance to the State ARNG/ANG Command staff, Directorates or Group Commanders on programs/projects assigned. The incumbent researches current Law, DoD, Department of the Army (DA), Department of the Air Force (DAF), NGB, and State policy, and uses judgment to decide appropriate policy and procedures in relation to current projects, taskings, issues and concerns. Analyzes information and data; assesses progress of programs, projects, and processes. Organizes, manages, and presents information to include recommendations both formally and informally via oral and written means. Uses knowledge of graphics software to prepare charts and graphs, database or spreadsheet software to enter, revise, sort, research, calculate and retrieve data.
Serves as a Project Manager for emerging projects assigned to/by the State. Responsible for establishing project teams, managing budget requirements throughout project life-cycle, leads team in identification of goals and objectives, stakeholders, tasks, associated risks, and milestones. Determines workload structure to identify tasks and assign resources. Uses knowledge and experience to analyze information and make quick and appropriate decisions. Routinely keeps State ARNG/ANG Command staff apprised of project status. Establishes, develops, and maintains effective working relationships with coordinating organizations. Delivers presentations on program status, accomplishments, problems, support requirements, and promotion of program objectives to senior military officers and civilians in other program offices throughout the command. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Researches and recommends appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership.
Responsible for the work of assigned personnel. Performs the supervisory and managerial responsibilities. Assigns work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations. Provides financial advice and renders decisions on major problems. Reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Develops or directs the development of new or changed internal operating procedures and instructions. Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met; approves leave; and recommends performance standards and ratings. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepares schedules for completion of work. Advises, counsels or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignments to such positions. Hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures-such as warnings and reprimands-and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing for or arranging for needed development and training. Finds ways to improve production and increase the quality of the work directed and also develops performance measures.

  • If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or JBER to Eielson, or T32 to T5), the appointment will be "Indefinite".
  • Incumbent is subject to termination due to loss or reduction in funding for this position.
  • Must be able to obtain and maintain a Secret or higher security clearance. Required level is dependent upon the project/program.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE is experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
GS-11 - Must have at least 1 year specialized experience equivalent to at least the next lower grade level, GS 09-10. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Analyzes, coordinates and/or performs a variety of special projects/program assignments and studies which lead to resolution of management problems and improvement of operations. Identifies the need for special projects and initiates milestones and goals. Analyzes information and data; assesses progress of programs, projects, and processes.

Education - Possess a Ph.D, an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:
  • Knowledge of administrative practices and procedures to conduct studies of work processes, analyze and recommend solutions to problems in organization structure, staffing, administrative procedures, work processes and workload distribution.
  • Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of programs within the mission and to develop efficient and effective administrative policies and procedures.
  • Skill in analyzing, interpreting, and applying, policy, or regulatory guidance to develop managerial, budgetary and, personnel requirements to meet continually changing needs of the project.
  • Skill in oral and written communication and ability to apply those skills in coordination and problem-solving efforts with skill in tactfully dealing with others, including senior officials, and use of mature judgment in order to recognize, evaluate and analyze administrative problems and implement solutions or provide suitable alternatives. Skill in representing organization viewpoint in formal meetings.
  • Knowledge, concept and use of automated data processing equipment to perform duties such as using various PC software packages.
  • Knowledge of management principles, organization theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative work processes in the various organizations to identify, analyze and recommend implementation solutions to problems in organizational structure, staffing, administrative procedures, work processes and workload distribution.

  • DESIRABLES: Extensive knowledge of methods, practices, procedures, regulations, precedents, policies and other ANG, USAF, MAJCOM, multi-service, and installation guides that apply to the assigned organizations and programs. Substantial knowledge of the supervisory and regulatory nature of ANG and USAF flying operations. Experience with EFB program requirements, responsibilities, regulations, updates, and management. Knowledge of C-17, HC-130, HH-60, and GA operational procedures.
  • If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or for AKANG funding category: JBER to Eielson or vice versa, T32 to T5 or vice versa), the nature of action will be Excepted Appointment (Indefinite). Therefore, if a Permanent technician is selected for an indefinite position as identified, they will be converted to an indefinite appointment and the losing unit is not required to reserve their home position.
