Us Army National Guard Units is Hiring a BUDGET ANALYST Near Gap, PA

Duties

As a BUDGET ANALYST, GS-0560-09, you will perform moderately difficult and complex assignments consisting of well-precedented tasks to
further orient the employee in the application of occupational principles, methods, and techniques. Execute budget. Continually analyze and evaluates change and gaps in program plans and funding. Perform program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Provide financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures. Prepare budget related reports, written correspondence and other documentation. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED
This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard.
AREA OF CONSIDERATION:
Bargaining Position
AOC A: NG Employees working at the location specified.
AOC B: NG Employees of the Pennsylvania National Guard.
AOC C: Open to the public.
Supervisor for this position is Colonel John Wenzel.
*NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance.
DOD Level 2 FM Certification required within 2 years of hire.
GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts defined by the NG Title 5 Excepted Service Series GS-0560 position descriptions.
SPECIALIZED EXPERIENCE: Application must indicate 3 months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. Must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Education

If you are using Education to qualify for this position, to qualify for GS-0560 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
