Summary About the Position: Position located at US Army Cadet Command, Deputy Chief of Staff, Recruiting Marketing (RCTG MKTG), Fort Knox, KY Responsibilities Provide oversight and staff supervision on all actions relating to operational planning which includes training, policy oversight, marketing and budget management. Develop Command policies, plans and procedures to implement directives to ensure complete coverage of all facets of activities. Interpret governing policies, directives or regulations to identify current and long-range program requirements and integrate them into command programs. Develop overall Recruiting, Marketing Incentive, and Mission Management Operations policies of the Command and provides management with a realistic and timely basis for decisions and actions. Serve as Deputy Director to the Deputy Chief of Staff Recruiting Marketing, and Incentives Directorate (RMID) G2, USACC. Manage all major resource requirements including marketing and recruiting efforts which determine overall mission success for the Command. Provide oversight and coordination of recruiting programs and mission development throughout the Command as well as oversight on long term projects or issues. Review regulations issued by higher headquarters to determine impact on US Army Command SROTC programs, and functions. Develop budgets in order to recommend the allocation of funds for command functions. Propose new organization structures, realignment of functions, and/or staffing levels, to improve efficiency Command-wide. Coordinate work across multiple divisions that provide operational support throughout the region. Advise senior level on policies and procedures for recruiting operations, marketing programs, incentive programs and mission management activities. Analyze work plans developed by subordinate managers to revise plans to enhance the achievement of the goals and objectives of the Command. Manage the development of policy changes in response to changes in appropriations or other legislated changes. Specialized experience is defined as: Plan recruiting operations in order to make recommendations to improve efficiency, Analyze recruiting plans to propose new organization structures, realignment of functions, and/or staffing levels, Review regulations issued by leadership to develop key directives that cover all facets of the organization's recruiting and marketing activities, Develop policies related to recruiting, marketing and/or incentives to provide to management, and Conduct studies to determine recommendations for training program changes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Decision Support Planning and Evaluating Project Management Strategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Defense National Relocation Program will not be authorized. Employee is required to attend the Acculturation C3PO third week from Entrance on Duty at Fort Knox.
