US District of Columbia Courts is Hiring a Deputy Director (Court Reporting-Excepted Service) Near Washington, DC

Duties

In the absence of the CRD Director, incumbent assumes the full responsibility of that position, to include the specific and delegated authority and latitude to make administrative and management decisions for the assigned branches and offices within prescribed parameters.

BRIEF DESCRIPTION OF MAJOR DUTIES:

  • Serves as key advisor to the Director in the development, implementation, and maintenance of the most accurate, up-to-date verbatim court reporting and transcription services for the DC Courts.

  • Ensures the timely and accurate production of verbatim records of court proceedings in the DC Courts to include filings in the DC Court of Appeals.

  • Manages the preparation and submission of monthly, annual, and special statistical reports of the CRD’s activities to the Director and the Deputy Executive Officer

  • Manages the development, evaluation, research, and accomplishment of special projects assigned by the Deputy Executive Officer. Develops and directs implementation of annual Management Action Plan (MAP) aligned to the DC Courts’ strategic plan, as well as tracks actual performance.

  • Recommends and manages the execution of operational policies, practices, and procedures to enhance the overall effectiveness and efficiency of the CRD. Coordinates the development of and approves and implements internal plans, projects, procedures, and reporting.

  • Ensures up-to-date detailed written manuals and guidelines are maintained for the CRD.

  • Prepares and submits the CRD’s annual operating budget to the CRD Director for approval. Monitors actual performance/expenditures for the CRD against the approved divisional budget.

  • Manages the work activities of employees within the CRD, including approving individual performance plans/contracts, conducting performance evaluations, and recommending disciplinary actions and terminations to the Director of CRD. Recommends candidates for filling all vacant non-judicial positions, within the CRD.

  • Facilitates employee development and retention in consultation with the Human Resources and Center for Education Training divisions through utilization of DC Courts retention, recognition, and training programs.

  • Ensures compliance with DC Courts human resource policies and procedures in consultation with the Director of CRD and the Deputy Executive Officer.

  • Interacts with judges, attorneys, stakeholders, and members of the public on a routine basis.

  • Develops and maintains a division level Continuity of Operations Plan consistent with the DC Courts’ plan.

Qualifications

Minimum Qualifications:

A bachelor’s degree with six (6) years of management experience with at least three (3) years of experience as a senior level manager leading and/or managing a court reporting division, freelance firm, or transcription services provider; or ten (10) years of management experience with at least three (3) years of experience as a senior level manager leading and/or managing a court reporting division, freelance firm, or transcription services provider.

Ability to bring about strategic change, to meet organizational goals, establish an organizational vision and to implement it in a continuously changing environment

Ability to lead people toward meeting the organization's vision, mission, and goals; and to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts

Knowledge of pertinent laws pertaining to Court administration and operations

Employees can carry over no more than 240 hours of annual leave into the next leave year.
    Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four(4)hours of sick leave biweekly. This leave can be accrued without limit.

    In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as a commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
