Serves as the Acquisitions Division Chief for the United States Section, International Boundary and Water Commission (USIBWC), responsible for the administration of a comprehensive contracting and acquisition program. Oversees the administration and close-out of contracts and the interagency and intergovernmental acquisition programs and performs contractor oversight activities on all contracts. Supervises personnel while managing the full scope of contracting office operations.

Duties
  • Serves as the senior advisor to key management officials in strategic and operational planning.
  • Oversees all contracting, acquisitions, and government purchase cards.

  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, and issued by a U.S. state, the District of Columbia, or a U.S. territory.
  • You may be expected to travel up to 15% of the time.

Minimum Qualification Requirement: Basic Requirements for GG-13 and Above:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GG/GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 4 years of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GG/GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applied to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

Examples of Specialized Experience: Providing agency acquisition regulatory interpretation and direction; overseeing all contracting, acquisitions, and government purchase cards; performing acquisition program management and administrative duties; managing the use of memorandums of understanding/agreement (MOUs & MOAs) for work to be performed with other governmental entities; making final decisions on contracting matters, including the most appropriate procurement method an contractual arrangement;assisting with terminating and suspending contracts; assisting in making decisions on protests, disputes, appeal, bid openings, negotiations, procurement integrity monitoring and claims review; assigning and reviewing work; objectively analyzes performance/conduct problems through informal and formal processes; actively promotes Equal Employment Opportunity (EEO) objectives of the agency, and ensuring fairness and equity in all personnel actions within the organization.
