Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Conducts research of personnel security information using OPM's Clearance Verification System and DoD's DISS to verify an individual selected has a prior background investigation and/or security clearance for reciprocity.
  • Verifies the appropriate level of background investigation being requested and ensures the positions sensitivity/risk designation is appropriate and is completed.
  • Ensures that electronic fingerprints (SAC) are initiated and completed prior to Electronic Questionnaire for Investigations Processing (eQIP)/eApp release.
  • Serves as e-QIP/eApp reviewer/authorizer ensuring that all new applicants/appointees complete e-QIP/eApp processing timely for release to the Investigation Service Provider for processing.
  • Maintains the Identity and Access Management (IdMAX), NASAs identity management and personnel security tracking system/database in accordance with Agency requirements.
  • Reviews derogatory and/or conflicting information from personnel security application documents and fingerprint (SAC) reports. Analyzes totality of information obtained and makes recommendations.
  • Regularly monitors the status of specific pending items, compiles data to produce reports, follows up to determine status and record results.

  • This position may require a one-year probationary period.
  • Duty location will be determined upon selection and will be at one of the locations listed on the announcement. Selectee(s) will be required to work ON-SITE at the duty location selected.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
  • Assisting with background investigations assuring appropriate initiation, processing, and adjudication;
  • Working with employees, contractors, affiliates, and volunteers requiring a background investigation and reviewing forms for accuracy and completeness;
  • Providing guidance to customers on submitting required documents for background investigations.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
  • Assisting with the preparation of letters of interrogatory, advisement, and letters of revocation in derogatory cases to address issues of concern as it relates to fitness adjudications and the issuance of a PIV badge. Review responses and determine next steps;
  • Initiating, reviewing, submitting, and monitoring Personnel Security Investigations through final adjudication;
  • Monitoring assignments to ensure timely processing of cases to ensure compliance with government performance and accountability requirements keeping supervisor abreast of recurring problems or systemic deficiencies.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
