US House Of Representatives is Hiring an Emergency Management Program Manager for Tests, Training, and Exercise Near Washington, DC

Duties

Duties Include:

  • Serve as subject matter expert on exercise design, development, execution, and reporting.
  • Serve as supervisor for specialists and support personnel assigned to the TT&E program.
  • Lead comprehensive exercise planning meetings.
  • Develop and execute House and Joint multi-year exercise calendars.
  • Develop exercise products to include exercise plans, situation manuals, participant guides, master scenario event lists, read aheads, and related exercise materials.
  • Review participant feedback and observations; develop comprehensive Exercise After Action Reports.
  • Integrate findings from exercises and drills into the House Correction Action Program and coordinate with partners to close out action items.
  • Develop products and structures approach in accordance with HSEEP guidelines.
  • Liaise with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to TT&E.
  • Communicate regularly with partners and/or senior officials (orally and in writing) to effectively foster working relationships.
  • Support development, readiness, and implementation of the House life safety and continuity programs.
  • Support activation of House Operations Center and personnel deployment, as necessary.
  • Serve as a watch officer in the House Operations Center Duty Program; 1-5 days per month; available to work long hours and nights when necessary.
  • Serve on-call 24/7 to deploy to support emergency management and continuity efforts.
  • Support the Deputy Assistant Sergeant at Arms for Preparedness on various assignments.
  • Conduct extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact.
  • Manage multiple, complex EMD programs and projects without continuous oversight and direction.
  • Oversee major support contracts and procurement efforts; oversees EMD-specific vendor-provider services. Serve as the Contracting Officers' Representative (COR) on such programs.
  • Support the development and execution of the EMD budget, including identifying opportunities for the appropriate and cost-effective investment of financial resources in EMD assets and resources.
  • Act in the Section Director role in his/her absence, as directed.
  • Support the 24-hour on-call EMD Duty Officer program, as required.
  • Perform other duties as assigned.
Knowledge, Skills, and Abilities:
  • Ability to thrive when there is ambiguity, remain composed when there are priority and deadline fluctuations, and withstand the tests of a rapidly changing environment with resilience and resolve.
  • Knowledge of national policies, best practices, and planning in Emergency Management and/or Continuity as it relates to TT&E.
  • Knowledge of Homeland Security Exercise Evaluation Program (HSEEP) best practices, HSEEP and/or Master Exercise Practitioner (MEP) certification desired.
  • Knowledge of principles, concepts, and methods associated with the development of strategies and objectives of an emergency management program.
  • Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues.
  • Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems.
  • Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.).
  • Highly refined, proficient, and professional communication ability.
  • Strong organizational skills.
  • Ability to manage multiple tasks simultaneously.
Work Schedule:
Full-time, permanent. Monday - Friday 8:30am - 5:00pm. Work outside of normal business hours, when necessary, evenings and weekends may be required.
Must be available for recall 24/7 to deploy and support emergency management and continuity efforts.

Qualifications

Bachelor's degree with at least seven (7) years of experience or Master's Degree with five (5) years of experience, mostly in Continuity of Operations (COOP) or Emergency Management.
Minimum of two (2) years project management experience in corporate, Legislative, and/or government environments. Top Secret security clearance preferred prior to start.
Must be able to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance.

Education

Bachelor's degree required.
