The Fire Program Assistant (OA) serves as a core member of the park's administrative functional area. This position is responsible for:
Budget and Accounting - Tracking and programming of Park budgets, knowledge of NPS guidance and rules related to budgets and spending in collaboration and coordination with park managers and administrative staff.
Payroll and travel- Functions directly related to payroll and travel in collaboration and coordination with park employees and administrative staff. This includes computer applications, data management, communications of standards and the identification and communication to supervisor and park management of irregularities or other significant issues related to these functions.
Business and related applications - Knowledge and proficiency with agency business applications, including incident business policies and rules. Serves as a subject matter expert and advisor to managers and administrative staff regarding business rules and programs. These include standard wildland fire and agency fiscal programs such as: FIRECODE, FBMS (Financial Business Management System), FPPS (Federal Payroll & Personnel System), AFS4 (Administrative Financial System), QuickTime (Payroll processing system) and contracting related program functions to include preparing requisitions and processing invoices on contracts.
Communication/Coordination - Helps track, ensure program accountability and coordinates the movement of staff credit card charges to appropriate accounts in collaboration and coordination with park managers and administrative staff. Helps generate internal letters, memoranda and reports as needed.

To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: One year of specialized experience equivalent to the GS-6 grade level in the Federal service (obtained in the public or private sector). This experience must include 6 of the 11 activities: 1.) proficiently utilize Microsoft Office programs and other automated systems for creating travel authorizations; 2.) reviewing travel vouchers; 3.)maintaining time and attendance records; 4.)monitoring financial data; 5.) maintaining program budget activities,; 6.) charge card transactions; 7.) inventory management; 8.)processing purchase requests and generating reports; 9.) coordinating and compiling program data from various resources for reporting purposes and monitoring multiple tasks, or projects to ensure completion by established due dates; 10.) providing guidance or assisting others with budget support activities, travel regulations, time and attendance procedures, charge card policy, inventory management process, and records management schedules; 11.) review purchase requests to ensure proper formatting forth review and approval process.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The work is mainly sedentary in nature. Most work is sedentary; standing and walking will be required for some duties. Assignments may require travel to NPS field areas and other agency coordination centers and offices.
Working Conditions: Work is performed primarily in an office environment, with some visits to other agency coordination centers and training sessions, as a participant in various meetings, workshops, and training courses.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.
Alaska currently does not have a state income tax. Salary and COLA subject to annual review and adjustment.
Cost of Living Allowance (COLA) Statement: COLA pay in Alaska is 3.21% with the exception of Anchorage, Fairbanks, and Juneau, which is 1.69%. The salary annotated on this announcement includes the locality, however, does not include the cost-of-living allowance.
