The United States Postal Service has the following challenging employment opportunity for a highly motivated and innovative individual. The Technology Acquisition Specialist position is available in Washington, DC. FLSA DESIGNATION: Exempt

NON-SCHEDULED DAYS: Saturday/Sunday

HOURS: 08:00 A.M. to 05:00 P.M.

SALARY RANGE: $94,940.00 - $113,290.00 USD Annually

Background Check

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.

FUNCTIONAL PURPOSE:

Manages enterprise-wide software, hardware, services, telecommunication acquisitions and contract staffing in support of business system solutions. Coordinates the work of CIO suppliers that provide integration of new technology into the USPS IT environment. This classification primarily supports larger scale, higher volume or revenue and more complex and difficult to manage CIO contracts which require greater oversight, coordination, influence and political savvy than the entry level class.

DUTIES AND RESPONSIBILITIES:

. Plans and manages multiple, medium-sized projects of medium complexity, or provides technology solutions leveraged by multiple projects. Performs project management including planning, determining resource requirements, developing timelines, risk analysis, monitoring progress, providing technical guidance and feedback.

2. Proactively develops innovative approaches and manages the critical day-to-day operational elements of assigned procurement programs/projects including: project vision/objectives, financials, scope, vendor management, dependencies, stakeholder engagement, business readiness/organizational change management, and value realization necessary to deliver specified requirements, objectives and value.

3. Serves as the Contracting Officer Representative (COR) in the management and administration of CIO contracts. Acts as a liaison between the contracting officer and the selected supplier. Works with internal stakeholders to develop requirements for acquisitions. Oversees the receipt and/or return of products including quality inspections on hardware, software, telecommunications equipment and/or services.

4. Provides direction for both project team and business partners while working cross-functionally to solve problems and implement changes and ensure appropriate and professional communication among stakeholders.

5. Establishes liaison relationships with suppliers and stakeholders. Manages the process of identifying and communicating business requirements and works with technical resources to help in solution generation.

6. Provides input on the development of plans for the purchase strategy for major procurements; may serve as chairperson in technical evaluation process.

7. Performs market and industry trend analysis to expand and improve the supplier base and to determine availability of services, supplies equipment, and producers; researches and evaluates process and technology options available by the magnitude and impact on the competitive advantage.

8. Manages the implementation of processes and programs to support contracting for CIO acquisitions and deployment as needed.

9. Incorporates and ensures adherence to standards, governance and other applicable corporate policies and procedures in the development of procurement documents. Participates in the development of all procurement project documentation including technical evaluation and cost matrixes, individual purchase plans (IPPs), non-competitive purchase requests (NPRs), requests for information (RFIs), service level agreements (SLAs), and request for proposals (RFPs).

REQUIREMENTS:

1.Knowledge of Postal, Federal, or Commercial Purchasing / Acquisition regulations, policies, and procedures related to the procurement of IT goods and services.

2.Ability to perform market research or statistical analysis on data, to interpret and report results, and make recommendations on appropriate business decisions based on the results.

3.Ability to create and review technical requirements documents for the procurement of information technology hardware, software, IT services, or telecommunication equipment and services.

4.Ability to implement and manage projects, which includes developing plans and timelines, determining resource requirements, organizing and overseeing task performance, monitoring progress, and reporting results.

5.Ability to communicate orally and in writing with employees, contractors, customers, industry and government representatives to answer questions and present technical information.
