Duties

Minimum Qualifications: Grade 9 To qualify at the GS-9 level, applicants must have one of the following:
  • A master's or equivalent graduate degree (see Education section); OR
  • Successful completion of two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree (see Education section); OR
  • At least 52 weeks of specialized experience at the GS-7, or equivalent, which is in or related to the work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes providing comprehensive management advisory and technical services; applying analytical and problem-solving methods and techniques; and presenting findings or recommendations related to one or more functional specialties (e.g., personnel management, recruitment and staffing, security/suitability, classification, employee/labor relations, or benefits).; OR
  • A combination of graduate level education and specialized experience that together meets 100% of the qualification requirements for this position.
Minimum Qualifications: Grade 11 To qualify at the GS-11 level, applicants must have one of the following:
  • A Ph.D. or equivalent doctoral degree (see Education section); OR
  • Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree (see Education section); OR
  • At least 52 weeks of specialized experience at the GS-9, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must be in one or more functional specialties (e.g., personnel management, recruitment and staffing, security/suitability, classification, employee/labor relations, or benefits) that includes extensive knowledge of Human Resources programs and the ability to apply federal rules, regulations, and procedures. Experience should also include assisting in the gathering, maintaining and analyzing data in areas such as human resources policies, procedures, systems, etc.; knowledge of automated systems for gathering data, preparing documents or reports; and the ability to provide assistance to senior staff and to employees regarding human resources issues, inquiries, problems and complaints.; OR
  • A combination of graduate level education and specialized experience that together meets 100% of the qualification requirements for this position.
Minimum Qualifications: Grade 12 To qualify at the GS-12 level applicants must have 52 weeks of specialized experience at the GS-11, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must be in one or more functional specialties (e.g., personnel management, recruitment and staffing, security/suitability, classification, employee/labor relations, or benefits) that includes extensive knowledge of Human Resources programs and the ability to apply federal rules, regulations, and procedures. Experience should also include analyzing data to develop talking points or presentations in areas such as human resources policies, procedures, systems, etc.; and advising senior staff on human resources issues, inquiries, problems and complaints.
Minimum Qualifications: Grade 13 To qualify at the GS-13 level, applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must be in one or more functional specialties (e.g., personnel management, staffing, security/suitability, classification, employee/labor relations, or benefits) that includes expert level of Human Resources knowledge required to independently analyze issues, advise senior management, and develop sound recommendations to resolve HR management problems. Experience must demonstrate technical expertise in independent research and analysis with regard to human resources management issues that are sensitive or controversial.
