US Treasury, Departmental Offices is Hiring an Intelligence Operations Specialist (Counterintelligence Officer) Near Washington, DC

Duties

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position:

  • Serves as the OCI lead for overt CCA
  • Collaborates with OCI leadership in the planning, coordination, execution, and oversight of the Department's foreign travel briefing/debriefing and foreign contact reporting program
  • Advises and supports OCI leadership in forming, interpreting, implementing, and maintaining CI policies and procedures that implement CCA within the Department
  • Manages the development and dissemination of CI awareness training, campaigns, and products

Qualifications

You must meet the following requirements by the closing date of this announcement:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Overseeing or serving as a lead on counterintelligence (CI) collections activities, such as CI briefings, debriefings, drafting Intelligence Information Reports (IIRs), and conducting CI liaison activities;
  • Mentoring junior officers on the application of CI concepts, principles, and practices, such as CI investigations, inquiries, collections, operations, analysis, production, and specialized services;
  • Applying of CI processes and cycles within an organization; AND
  • Applying policies, directives, and guidance, such as national-level intelligence/CI policies, EO 12333, EO 13587, ICD 750, etc.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Conducting counterintelligence (CI) collections activities, such as CI briefings, debriefings, drafting Intelligence Information Reports (IIRs), and conducting CI liaison activities;
  • Applying CI concepts, principles and practices, such as CI investigations, inquiries, collections, operations, analysis, production, and specialized services;
  • Utilizing intelligence/CI processes and cycles within an organization; AND
  • Applying policies, directives, and guidance, such as national-level intelligence/CI policies, EO 12333, EO 13587, ICD 750, etc.

CONDITIONS OF EMPLOYMENT:
  • A two year trial period may be required.
  • Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
  • Must be eligible for Sensitive Compartmented Information (SCI) access.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for buisness-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
