The United States Space Force (USSF) at MacDill Air Force Base (Tampa) is searching for a Protected Band SATCOM Planner for Delta 8/RSSC-East (NH-0391-03, GS-12/13 Equivalent.
Description:
As a Department of Defense Satellite Communications (DoD SATCOM) Planner in their assigned Regional SATCOM Support Center (RSSC), they are in charge of planning and managing DoD satellite resources 24 hours a day, seven days a week. Helps Combatant Commands (CCMD) and other authorized users in the RSSC's area of duty when they ask for it. Uses a deep understanding of how satellite communications systems work and how they connect to other phone systems, networks, and tools; knows a lot about how DoD SATCOM systems are controlled; and has the right management and administrative skills. Uses knowledge and skills to figure out the best way to set up a satellite link or network for multiple payloads by using both automatic tools and manual methods. Helps with tasks that deal with electromagnetic interference (EMI) and strange events.
Ideal Candidate:
As a technical expert, you should have a lot of formal education, professional training, and relevant work experience in a wide range of professional, technical, and specialty fields to include knowledge of Department of Defense satellite communications. Experience conducting research and development, testing, and review with user terminals for satellite communication and ground systems that connect to them. The ability to look up information and suggest ways to solve new and unusual satellite transmission issues. Good communication skills are needed to create and use resilience strategies, vulnerability assessments, and to review higher-level advice and best practices. Being able to make and keep good relationships and talk and write clearly are all skills that are needed. With little to no help, organize work, set priorities, and figure out what resources are needed; set goals and make plans for how to reach them; work with other groups to make things happen; keep an eye on progress and judge results. The ability to recognize issues and make smart choices to come up with and evaluate possible solutions, offer advice, and act on them.
Recruitment Key Skills and Abilities:
1. Thorough knowledge of the entire range of currently fielded Protected Band communications systems from all Services, as well as knowledge of future development activities in the DoD in order to remain current on the latest satellite communications (SATCOM) technology. Experience in basic Protected Band satellite communications systems planning.
2. Comprehensive knowledge of the architecture, policies, procedures, and practices of Regional Satellite Communications (SATCOM) Support Centers and supported Combatant Commander (CCMD)s.
3. Skill in program management and fundamental understanding of military satellite communications network requirements and procedures. Knowledge of SATCOM frequency usage and payload design, DoD (SATCOM) satellite and network control operations, user terminal operations and sustainment, and ability to interface directly with CCMD communications planners, SATCOM users, and technical staff at higher headquarters and agencies.
4. Knowledge of Military Satellite Communications (MILSATCOM) procedures, functions, and practices to identify and correct discrepancies in procedures, policies and practices.
5. Working knowledge and understanding of the Non-classified Internet Protocol Router Network (NIPRNet) and the Secure Internet Protocol Router Network (SIPRNet) systems, Joint integrated satellite communication planning tools, network management functions, and tactical deployable communications assets deployed by units in support of the CCMDs.
6. Ability to communicate effectively, both orally and in writing to make presentations, reports, and provide technical information clearly and effectively. Ability to justify and defend positions on assigned programs and meet, deal, and coordinate with a variety of personnel at all levels, both inside and outside the organization.
7. Skill in developing analysis principles, methods, metrics, and criteria to evaluate operational effectiveness of SATCOM systems and subsystems.
8. Knowledge of safety and security regulations, practices, and procedures.
9. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations
10. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
11. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
12. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
13. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
