As a BUDGET ANALYST at the GS-0560-9/11/12/13 some of your typical work assignments may include:
  • Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Agency appropriations (Operations and Maintenance, Defense-Wide [O&M]; Research, Development, Test and Evaluation, Defense-Wide [RDT&E]; Former Soviet Union Threat Reduction [FSUTR] - also known as Cooperative Threat Reduction [CTR]; Procurement, Defense-Wide [P, DW]; and Military Construction [MILCON]).
  • Provides oversight of and support for a full range of budget functions, applying an expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolve issues, and provide authoritative financial analyses for the Program Managers and the Branch Financial Managers.
  • Participates in monthly and quarterly execution review processes by providing budget execution input and analysis monitors the execution of Agency Directorate funds and reports the execution status to the applicable Program Manager and Directorate Leadership.
  • Establishes and maintains personal and automated contact with Program Managers and the applicable Directorate Leadership to provide for two-way flow of technical and programmatic data on all programs assigned.
  • Evaluates financial plans developed in conjunction with the Program Managers and the applicable Directorate Leadership to ensure consistency with program baselines and requirements.
  • Receives fund control documents and distributes funds to the appropriate applicable Program Managers and Directorate Leadership, ensuring proper administrative and statutory controls.
  • Utilizes automated systems (Defense Agencies Initiative [DAI]) to reflect changes in fund status.

  • One year of specialized experience equivalent to the GS-7 grade level in the Federal service:
  • Research guidance on the DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
  • Experience with the use of funds for a program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
  • Review data and budget reports, such as obligation and expenditure rates, identifying trends, and providing decision support analysis.
  • One year of specialized experience equivalent to the GS-9 grade level in the Federal service:
  • Provide advisory and guidance with DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
  • Interpret and advise on the use of funds for a program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
  • Review and provide technical advice for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
  • Experience working with program management and contracting on the determination of the funding of requirements for stakeholders.
  • One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Provide advisory and guidance with DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
  • Interpret, advise and coordinate multiple programs on the use of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
  • Analyze and provide technical advice for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
  • Collaborate with program management and contracting on the determination of the funding of requirements for stakeholders.
  • One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Expert advisory and guidance with DoD Planning, Programming, Budgeting & Execution Process (PPBE) and its associated cycles as well as experience in formulating and justifying budgets.
  • Extensive experience in utilizing financial systems to research and analyze data pertaining to the budgets.
  • Interpret and make decisions with complete program oversight on the use of funds for program and administrative purposes (to include Purpose, Time and Amount) and executing funds.
  • Analyze and make decision for the budget submissions and financial data such as obligation and expenditure rates, providing decision support and analysis to support the budget.
  • Collaborate with program management and contracting on the determination of the funding of requirements for stakeholders.
  • Provide financial advisory services and make decisions on complex financial issues for a large organization to include independently researching financial issues and providing recommendations to senior managers, possess a working understanding of Defense Acquisition System.
You may qualify for the GS-9 via Education, if you possess:
  • Masters degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge skills and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx . You may qualify for the GS-11 via Education, if you possess:
  • A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional InformationFINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.
ACQUISITION MANAGEMENT: This is an Acquisition Workforce position in the Business-Financial Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year for a goal of 80 CLPs being mandatory within 2 years.
