DutiesAs a CHIEF TRAINING AND EXERCISES DIVISION at the GS-0301-15 some of your typical work assignments may include:
  • As a subject matter expert on, and implements, the Chairman's Joint Training and Exercise Program at DTRA. Provides responsive, interdisciplinary, analysis and oversight of Joint and Allied CWMD training and exercises.
  • Plan, develop, prepare, coordinate, staffs, and presents Agency positions on CWMD training and exercise related issues to DoD, US Government and Allied senior leadership.
  • Provide expert joint and combined training and exercise advice to senior officials based on mastery knowledge of the Chairman's Joint Training System, national defense policy, DoD joint doctrine, and applicable Allied doctrine.
  • Evaluate problematic issues and concepts through application of review, analysis, and evaluation techniques, problem solving, and standardized practices and procedures.
  • Present recommendations/suggestions and convincing arguments in defense of Agency positions at DoD, U.S. Government interagency, and international training and exercise meetings/conferences.
  • Determine and prioritize resource requirements; plans, supervises, and monitors the execution status of the Division's projects/programs. Interacts routinely with the Joint Staff, the Combatant Command staffs, select US Government Interagency staff, and allies to synchronize DTRA's joint and combined CWMD training, exercise, and doctrine efforts to enhance CWMD readiness of DTRA's assigned and other than assigned forces.
  • Provide oversight, guidance, and direction of the Division's programs and special projects. Formulates and establishes requirements and performance goals, priorities, budget requirements, technical and operational baselines, and best practices. Provides leadership and direction to the Division for near- and long-term programs, goals and objectives with expert knowledge of all four phases (Requirements, Plans, Execution, Assessments) of the DoD Joint Training System (JTS).
  • As a first line supervisor over Division personnel. Assigns work to subordinates based on readiness priorities, and reviews work of subordinates.

QualificationsYou may qualify at the GS-15, if you fulfill the following qualifications: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Maintain the global view of CCMD concept and operational plans, and to apply a globally integrated perspective on joint planning that ensures regionally focused plans take into account both WMD-related concerns and objectives of other CCMDs to effectively deter, counter, and defeat adversary WMD activities.
  • Develop/author and oversee implementation of an organization's annual Joint Training Plan (JTP) in accordance with the DoD Joint Training System (JTS).
  • Support a cross-agency requirements management program, to include supporting the tracking, coordination, validation, adjudication, assignment and assessment of customer requirements across a broad spectrum of CWMD exercises and related missions.
  • Analyze and interpret national-level strategies and warfighting plans through the lens of the evolving threat environments and apply a "risk-to-mission" approach to maximize the cumulative effect of the agency's operations, activities and investments to enable CCMD exercise objectives.
  • Experience with OSD, Joint Staff, CCMDs, Military Services and the Service components of CCMDs, Defense/Combat Support Agencies, and Interagency, roles and overall missions in relation to the CWMD mission.
  • Experience with US national strategy to include the DoD Strategy to Counter Weapons of Mass Destruction.
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
