USAJOBS is Hiring a Deputy Assistant Secretary for Governmental Affairs Near Washington, DC

DutiesThe Deputy Assistant Secretary is responsible for maintaining positive and professional relationships with Members of Congress, Executive Branch officials and elected state and local officials. The Deputy is also responsible for managing nearly a $4 million budget and oversees all incoming Federal, state and local requests from elected officials, including oversight matters such as grants administration, GAO/OIG investigations and other advanced information requests from Congress. The Deputy Assistant Secretary will directly represent senior leadership before Congress and with all elected officials as assigned, will have direct conversations and relationships with Members of Congress and state, local, and Executive Branch officials, and will represent the Secretary when necessary. The Deputy will provide political insight, proposed approached, analytics and prioritized initiatives requiring legislation or policy changes/ improvements while coordinating with modal leadership and their government affairs teams.
The Deputy Assistant Secretary will manage the work of employees, be held accountable for the organization's goals, work strategically with all noncareer appointees on Administration priorities, and make executive-level decisions on strategic and policy priorities. The Deputy exercises important policy-making, policy-determining, or other executive functions and will proactively monitor and analyze legislative activity on specific issues and tracks stakeholder ideology.

  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).

QualificationsAs a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.
TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.
  • Demonstrated experience liaising with senior officials on major legislative and Congressional matters, coordinating the activities of diverse organizational elements and working with high-level officials of other Federal, state, and local governments, the White House, and Congress on transportation-related matters.
  • Demonstrated experience with U.S. transportation legislative programs and policies, including applicable statues and regulations, relevant legislative transportation issues, and relevant Congressional committees and procedures and demonstrated experience working with transportation-related matters and determining how the implications of these activities might affect Departmental initiatives and work to ensure maximum benefits.
EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet the 5 ECQs.
