USAJOBS is Hiring an EEO SPECIALIST Near Washington, DC

Duties
  • You will serve as an EEO Specialist and assist in developing and implementing the Command's EEO Program as mandated by EEOC Directives.
  • You will analyze information and statistical data from a variety of sources to prepare Equal Employment Opportunity (EEO) reports and case file.
  • You will carry out the EEO functions of the NAVSEA EEO Program Office ensuring legal compliance with laws, regulations, policies, and procedures that govern a model EEO program.
  • You will advise NAVSEA EEO Leadership and other management level staff on EEO related problems (i.e., promotions, development, training, recruitment, etc.) impacting groups within NAVSEA workforce.
  • You will provide advisory services to managers in understanding the interpretation, intent and impact of laws, regulations, policies and programs pertaining to EEO.
  • You will ensure compliant files are properly assembled, tabbed, and completed prior to forwarding to EEO Managers for review.
  • You will manage complaint caseload and ensure timelines are met prior to completion.
  • You will apply a wide range of qualitative and quantitative methods to identify, assess and analyze and improve team effectiveness, efficiency and work products.
  • You will process informal cases by serving as a counselor to the aggrieved employees; coordinating the offer of ADR and conducting final interview for the issuance of the Notice of Rights to the aggrieved person in accordance with MD 110 guidance.
  • You will process complaints within the regulatory time frames pursuant to 29 CFR 1614 and Management Directive 110.
  • You will draft a variety of EEO complaints correspondence including letters based on the regulatory guidance and time frames.
  • You will establish and manage work groups to address employee concerns and issues; develops recommendations to senior management officials regarding the program changes and implementation.
  • You will input data into various database systems and internal processors to track complaint caseload, reasonable accommodation and training requests.
  • You will work with program managers to build partnerships with appropriate and assigned field activities, advisory committees and special interest groups in the EEO community.
  • You will identify best practices in support of program requirements.
  • You will conduct training, prepare workforce briefings, and other updates on program initiatives and events as appropriate.
  • You will coordinate with program managers to ensure achievement of the goals and objectives of the MD 715 and other challenges needed to eliminate barriers for particular EEO programs or groups.
  • You will analyze, draw conclusion, development program plans, implement and evaluate application of EEO principles to identify and/or resolve problems of a systemic nature.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
QualificationsYour resume must demonstrate at least three years of progressively responsible general experience that includes one year of experience equivalent to the next lower pay band NH-01 (GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to:
  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. EducationIn lieu of experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a full four-year course of study leading to a bachelor's degree; OR
  • A combination of experience and education as described above that equates to one year of experience.
