USAJOBS is Hiring an Engineering Technician Near Hampton, VA

DutiesPosition receives general information relative to the overall mission of an assigned project from the supervisor and then uses Independent judgment to design, write specifications, develop drawings, comprise construction cost estimates, and manage that project from start to finish. Project assignments are of a broad scope and complexity level, which utilize conventional civil, mechanical, electrical, architectural, and structural engineering principles. General projects assigned relate to various building types and functions, utility systems, parking lots, roads, and National Cemetery concerns. Utility systems Include water, normal and emergency electrical, vertical transportation, communication, telecommunication and fire alarm distribution systems, sanitary sewer, storm drain, steam (including boiler systems), heating, ven111ation, and air conditioning, (including pneumatic and direct digital controls), natural gas, and medical gas. Projects Include new construction, additions, or structural renovation of existing buildings and/or systems.
Evaluates the general project scope and customer needs to determine which design method should be used and incorporates engineering principles and design techniques to create the project. This typically requires study and analysis of alternative designs, layouts, and techniques prior to formulation.
Assists in the selection of A/E Firms, after Interviewing and rating accordingly and performs technical review of A/E designs and specifications for accuracy and compliance with project mission. This involves analyzing, critiquing, and providing alternative creative proposals or solutions for the benefit of the facility.
Serves as the Contracting Officers Technical Representative (COTR) on construction and renovation projects.
Will serve as Resident Engineer as outlined in the Handbook for Resident Engineers and VAPR. Acting as such, the incumbent coordinates construction work with hospital actives, making space and facilities available to contractor as may be required. This involves a coordination effort to relocate occupants, which requires a developed and approved space plan before implementation.
Develops and maintains up-to-date drawings and maps of the facility (currently 54 buildings) showing existing construction end arrangement of civil, mechanical. electrical, architectural, and structural components. and utility distribution systems. Provides technical advice and guidance to Engineering supervisors on equipment specifications and engineering work methods and materials, as may be required. Provides information to utility companies, to assist in the energy savings effort.
Performs site studies to analyze current space and utility layouts and makes determinations relative to feasibility of projected use. This requires field measurements and evaluation of equipment needs. Creates conceptual drawings using computer aided design software (AutoCAD). Works with future occupants to ascertain the functionality needs of the space for their purpose. Follows through with 35%, 65%, 95%, and 100% reviews until project design Is complete. Handles all differing site condition situations accordingly with redesign effort If needed for contractors.
Performs other directly related duties as assigned.
Work Schedule: Monday - Friday, 8am - 4:30pm.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
ResponsibilitiesExperience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Although sedentary in nature, the position sometimes demands physical requirements such as walking, bending (such as long periods of working over a drafting table), climbing, and crawling as may be required during field survey or during site inspection.
Work Environment: Generally the work is performed in an office setting but, can vary depending upon the physical location and extent of the projects. Often exposed to the elements and must enter areas where temperatures are extreme, area is restricted, ventilation poor, asbestos is present, and it is difficult to maneuver. The applicant is responsible for wearing appropriate safety personal protective equipment as the situation warrants. Adheres to all safety policies and procedures set forth by the governing agencies and attends required safety training.

Additional InformationReceiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
