USAJOBS is Hiring a Human Resources Specialist (Classification/Recruitment & Placement) (Open Continuous) Near Washington, DC

Duties This position is telework eligible as determined by the agency . After the first 6 to 12 months of onsite training there may be an option to become remote .
It is desired that the incumbent have or be able to obtain and maintain their Delegated Examining (DE) Certification. Current DE certification must be submitted with application if currently certified. This position is located in the Human Resources Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the Human Resources Section manages all human resources services, including staffing, classification, training, benefits, and payroll.
The Antitrust Division is seeking to fill a Human Resources Specialist (Classification/Recruitment & Placement), GS-0201-12/13 position in the Human Resources Section. The Antitrust Division of the Department of Justice works in the public interest to promote a competitive and productive American economy. The Division's work ranges over the entire spectrum of the U.S. economy. Its merger and civil enforcement cases can affect the structure and performance of an entire industry and its criminal enforcement detects and punishes white-collar antitrust crimes that rob American consumers. The Division enforces federal antitrust law, pursuing price-fixing and market allocation schemes, investigating mergers that may substantially reduce competition, and investigating other potentially anti-competitive conduct. The highest priorities of the Division are preventing anti-competitive mergers and acquisitions, curbing abuse of monopoly power, and prosecuting criminal bid-rigging and price-fixing cases.
As a Human Resources Specialist, responsibilities of this position will include, but are not limited to:
  • Providing the full range of human resource services that includes recruitment, competitive (Delegated Examining) staffing, merit promotion, and Recruitment, Retention, Relocation (3Rs) incentives programs, and management activities to ensure position descriptions are current and packages are compliant, including complex and sensitive cases, and processing all personnel and pay actions.
  • Reviewing personnel requests for compliance and provides final authorization for processing all human resource actions and corrections and conducts quality control of personnel actions to eliminate errors.
  • Conducting recruiting outreach efforts by representing the agency at job fairs and at meetings of targeted community groups and/or by using email lists or websites to source applicants.
  • Independently resolving difficult issues/problems requiring consideration of the total HR management program.
  • Maintaining fully documented files and prepares required reports.
  • Developing, coordinating, implementing, and providing recommendations and training on policies for recruitment, staffing, classification, pay and compensation.
  • Coordinating the development and implementation of special hiring initiatives, new programs and conducts workload analysis.
  • Conducting recruitment and outreach efforts by representing the agency at job fairs and at meetings of targeted community groups and/or by using email lists or websites to source applicants.
  • Performing all required HR tasks with an emphasis on providing managers and employees with outstanding customer service

QualificationsTo qualify for this position at the GS- level, your resume must reflect at least one year of specialized experience equivalent to the GS-11 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.
Examples of qualifying specialized experience at the GS-11 level include:
  • Experience with performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities and providing advice on the processing of a wide range of personnel actions to include accessions, promotions, reassignments, realignments, details, transfers, adverse actions, awards and resignations;
  • Experience with utilizing various HR related automated software programs (i.e. USA Staffing, National Finance Center (NFC), etc.) to gather and evaluate data; and
  • Experience with administering guidance to management and employees on various HR related topics (i.e., recruitment, staffing placement, and classification).
To qualify for this position at the GS-0201-13 level, your resume must reflect at least one year of specialized experience equivalent to the GS-0201-12 level. Specialized experience is experience obtained in the Federal service or private sector that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.
Examples of qualifying specialized experience at the GS-12 level include:
  • Experience with performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities; providing advice on the processing of a wide range of personnel actions; applying knowledge of Federal human resources (HR) functions and processes in areas such as recruitment, staffing placement, classification, and position management;
  • Experience in presenting and preparing content to a variety of audiences in Federal Human Resources (HR) Management;
  • Experience with utilizing various HR related automated software programs (i.e. USA Staffing, National Finance Center (NFC), etc.) to gather and evaluate data; and,
  • Experience researching, analyzing and applying Federal human resources (HR) law, rule, regulation and policy and ability to manage work and projects in delivery of HR services.
EducationSubstitution of education is not allowed for the GS-12 and GS-13 grade levels.
