USAJOBS is Hiring a HUMAN RESOURCES SPECIALIST Near Norfolk, VA

Duties
  • The duties described reflect the full performance level of this position.
  • Serves as subject matter expert for agency wide civilian personnel management program and projects; performs special studies and analyses to accurately project future civilian position needs.
  • Provides advisory services and technical expertise on recruitment and placement actions, position classification, compensation, employee relations and performance management pertaining to both Title 5 and Title 10 employees.
  • Reviews policy and procedures, serves as technical expert in major functions of employee relations; identifies issues and develops recommended solutions.
  • Develops, plans for, and performs program development, management, and evaluation for the personnel management programs within the areas of employee/management classification, position management and compensation and or staffing and recruiting.
  • Serves as staff action officer for special programs in the agency to identify and resolve operating issues and problems, or improvements to the NDU Human Resources Directorate (HRD) program.

QualificationsSpecialized Experience:
For the GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9. Specialized experience must be documented in your resume. Specialized experience includes: 1) experience administering a full spectrum of human resources functions including recruitment and placement, position classification, compensation, employee relations and performance management; 2) providing advisory services and guidance to leadership regarding civilian personnel regulations; and 3) processing a wide range of personnel actions utilizing an automated HR system.
For the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11. Specialized experience must be documented in your resume. Specialized experience includes: 1) experience administering a full spectrum of human resources functions including recruitment and placement, position classification, compensation, employee relations and performance management; 2) providing advisory services, guidance, and recommendations to senior leadership regarding complex civilian personnel regulations and issues; 3) experience developing recruitment strategies, crediting plans, and comprehensive HR studies; and 4) processing a wide range of complex personnel actions utilizing an automated HR system.
For the GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12. Specialized experience must be documented in your resume. Specialized experience includes: 1) experience administering a full spectrum of human resources functions including organization wide recruitment and placement, position classification, compensation, employee relations and performance management; 2) developing, interpreting, and analyzing data extracts and reports from automated HR databases to present solutions to senior leadership for complex agency projects and initiatives; 3) providing authoritative guidance on policy interpretation of highly complex issues; and 4) experience serving as a technical advisor on processing a wide range of complex personnel actions utilizing an automated HR system.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution Of Education For Specialized ExperienceFor the GS-11 only: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.Combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education ( http://www2.ed.gov/admins/finaid/accred/index.html ).
Education is not substitutable for specialized experience for the GS-12 and GS-13 grade level.Official TranscriptsIf the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application.

It is your responsibility to provide such evidence when applying or prior to appointment as outlined above.
    • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
